Position Overview

Based out of a district office, the District Quality Assurance Manager (DQAM) supports the District Quality Manager (DQM) in the implementation of the Kiewit Quality Management System (QMS), Work Instructions, and Procedures by performing routine audits and assessments on the projects.  The DQAM is responsible for identifying, scheduling, coordinating, and conducting the audits and assessments on the projects including soliciting additional auditors as needed.  They are responsible for reporting the results to project and district management.

Responsibilities

  • Possess thorough knowledge and understanding of the district quality program including the Quality Management System (QMS), ASME Quality Control Manual, Work Instructions, and Procedures.
  • Possess thorough knowledge and understanding of the district audit and assessment process.  Be familiar with the assessment documents and scoring rubric.  
  • Possess an understanding of the field work associated with each of the major disciplines (civil, concrete, structural steel, electrical, etc.) enough to develop an effective audit or assessment strategy to ensure the work is being completed per the QMS requirement. 
  • Review audit and assessment plans with Project Management and coordinate with them upon arrive to the site to review quality issues that need to be investigated.  
  • Monitor the implementation and effectiveness of the QMS, ASME Quality Control Manual, Work Instructions, and Procedures on the projects through routine audits and assessments.  Document findings and implement corrective and/or preventive actions.  Report findings to the District Management Team for trending analysis and record keeping.
  • Evaluate trends while conducting the audits and assessments to identify district-level or project-level quality risks.  Based on those trends, work with the District Quality Manager to develop and implement mitigation strategies to remove or reduce those quality risks.
  • The District Quality Assurance Manager will perform risk Level 3 activities as requested.
  • Evaluate assessment findings and look for Lessons Learned, Best Practices and Continuous Improvement ideas to publish and share with the rest of the company on the Center of Excellence site.
  • Develop future leaders by mentoring and coaching jobsite personnel when reviewing findings during audits and assessments.  
  • Coordinate audit/assessment staffing needs and assign qualified personnel to assist with conducting the audit/assessment.   Work with other districts as needed to share resources.  
  • Assist with or conduct project quality kick-off meetings when required.
  • Confirm that jobsites are using the standardized Quality Management System quality manual templates, forms, and procedures.  Promote standardization & accountability across projects.
  • Provide training on the QMS, Work Instructions, and Procedures for jobsite personnel as needed.  Participate in Corporate and District training initiatives and programs.
  • Confirm that the projects have the necessary quality resources, including codes, standards, manuals, inspection, and test equipment, etc.
  • Research and answer questions of a technical nature and assist in the interpretation of construction codes and standards as needed.
  • Support the district and group in quality related objectives and activities as requested by the DQM.

Qualifications

Required Qualifications:
•    Strong written and verbal communication skills
•    Experience in construction, manufacturing, or related systems-based fields where the final product must adhere to strict quality control standards. 
•    Work up to a 12-hour shift in varying temperature extremes and other outside conditions while conducting assessments.
•    Ability to travel ~35-50% to perform operational assessments, attend conferences, etc.  
•    Strong Proficiency in computer-based technology. 
•    Occasionally lift and carry heavy items weighing 20 pounds or more.
•    Move in and around confined and cluttered places, and uneven areas.  Full range of motion and flexibility.

Preferred Qualifications:
•    2-5 Years experience as a quality inspector, quality manager, or quality assurance roles. 
•    Experience in utility construction.
•    Professional certifications such as Certified Quality Inspector, Certified Quality Engineer, Certified Quality Auditor. 
•    Working knowledge of construction industry codes, standards, and jurisdictional requirements (ACI, AWS, ASME, NEC, etc.)
•    Experience with data base and spreadsheet management, utilization, and implementation.
•    Experience in training, training management, procedure analysis and development, and operational excellence.
