Position Overview

The Commissioning (Cx) Manager primarily sponsors the Commissioning planning activities and deliverables through the Front-End Loading (FEL) and Detailed Design Phases of a project. Principal input targets both steady-state operability and transient operating conditions, such as pre-commissioning, commissioning, startup stages, load changes, normal shutdown, emergency shutdown, and maintenance.
The applicant should possess robust Process and Startup experience in data center environments, focusing on critical power systems, HVAC and cooling systems, and network architecture for high-availability facilities.
Specific deliverables may include sponsoring CSU estimates, CSU deliverables, CSU schedules, and technical input into operating documents such as:

  • Data center operating philosophies
  • Critical system redundancy designs
  • Cooling system operation manuals
  • Power distribution and UPS manuals
  • Emergency response and recovery plans
  • System prioritization identification packages
  • Data center startup schedules
  • IT infrastructure integration plans
  • Vendor coordination schedules

The Commissioning (Cx) Manager develops and submits man-hour estimates to the Director of Commissioning for review and approval for all new proposals based on Invitation To Bid (ITB) requirements and input from the Proposal Manager.

Responsibilities

  • The Commissioning (Cx) Manager will participate in the following project activities, as required:
  • Participate in PFD / P&ID Reviews for data center layouts
  • Participate in Technical / Hazard Reviews for data center operations
  • Participate in Factory Acceptance Tests for critical equipment
  • Participate in Model Reviews of data center designs
  • Participate in Project Meetings and Consultations
  • The Technical Services Manager will also oversee or perform the following:
  • Develop and Participate in Training Programs specific to data center operations
  • Develop and write Data Center Operating Philosophies
  • Develop and write Basic Engineering Package Operating Manuals for critical data center systems
  • Develop and write Operating Instructions Manuals to OSHA Standards, if required
  • Develop and write Utilities / Off-sites Manuals specific to data center operations
  • Develop and write Laboratory Manuals / Equipment Specifications for on-site data center testing facilities
  • Develop and write Pre-commissioning / Commissioning Procedures for data centers
  • Develop and write Maintenance Manuals for routine and emergency data center maintenance
  • Develop and write Chemical Cleaning Documents for data center cooling systems
  • Develop and write Tie-In Procedures for integrating new systems or upgrades
  • Develop Lubrication Schedules for mechanical systems in data centers
  • Develop Systems Priority / Turnover Identification Packages for phased data center launches
  • Develop Startup / Vendor Servicemen Schedules for equipment installation and verification
  • Develop Man-hour Estimates for new proposals

Additional Responsibilities

Assigned Commissioning (Cx) Manager staff are responsible for the scheduling of their activities required to support ongoing projects. This includes producing a 2-month look-ahead schedule that will include such items as:

  • Issue date for the CSU Estimate
  • Issue date for the operating philosophy
  • Issue date for the operating manuals
  • Issue date for the safety manuals, if applicable
  • Issue date for the laboratory manuals, if applicable
  • Issue date for the lubrication schedule, if applicable
  • Issue date for the pre-commissioning / commissioning procedures, if applicable
  • Manual review / issue dates
  • HAZOPS, SIMOPS P&ID, 3D Model reviews
  • Special projects

Qualifications

• Bachelor of Science degree in an Engineering discipline or 10 to 15 years of equivalent work experience
• 15+ years of CSU experience, including one previous assignment in a Senior CSU Leadership Role.  
• Knowledge of internal engineering systems and tools.
• Understanding of Flow Measurement, Engineering practices, design methods & calculations. Knowledge of PC, Windows, Office Software and IT implementation background.
• Industrial Commissioning Safety Standards and requirements
• Capable to Read, interpret & prepare applicable technical information.
• Knowledge and maintenance of PLC and PC based control systems.
