We are looking for a Proposal Specialist who can integrate with our pursuit teams and coordinate/write proposals for exciting civil infrastructure construction projects, including highways, bridges, dams, hydroelectric facilities, marine infrastructure, and environmental restoration projects. Many individuals on our team have backgrounds in journalism, public relations, marketing, and technical writing positions. The Proposal Specialist will be responsible for supporting/managing the coordination, development, review, and finalization of compliant, compelling, and comprehensive statements of qualifications and proposals for infrastructure projects ranging in value from $5M to $500M. The successful candidate will work both individually and in a team environment, must have an interest in learning the ins and outs of the design and construction of large infrastructure projects, can work under and meet tight deadlines, is highly detail oriented and organized, and has strong writing skills. 
 

District Overview

Kiewit’s Proposal Team works on proposals for infrastructure projects in in Canada. Team members enjoy working with a variety of estimate and pursuit teams across the region to develop winning strategy and content for each proposal. We work on pursuits procured using alternative delivery models, including CMGC, design-build, progressive design-build, and other best value models. We take a collaborative and integrated approach to developing winning proposals and statements of qualifications through brainstorms, critical concept meetings, and regular proposal reviews. Location

This position is based out of our Burnaby, BC office.  

Responsibilities

•    Work under the direction of the Regional Proposal Strategy Manager and serve as a regional proposal resource working together with a team of other proposal, writers, and creative team members to deliver quality proposals throughout a multiple-state region.
•    Initially support but ultimately lead non-complex standard proposals with limited supervision and support complex alternative delivery proposals.
•    Analyze and interpret solicitation documents and requirements (RFQ, RFI, RFP) to prepare and develop comprehensive response templates (compliance matrix, proposal outlines, schedule).
•    Support proposal kick-off meetings, milestone reviews, and recovery periods.
•    Manage and coordinate proposal sections to ensure compliance with client’s objectives and requirements while ensuring consistency with proposing entity’s strategy and approach.
•    Collaborate and interview engineers, designers, and others to secure information for various writing assignments to prepare compliant and compelling written proposal content.
•    Serve as lead writer for various proposal sections (i.e., project descriptions, qualification summaries, resumes, technical, etc.).
•    Collaborate with the creative team to conceptualize and integrate compelling graphics to convey proposed solutions within SOQ/proposal responses.
•    Make accurate and timely formatting, edits, and revisions to documents, and adjust schedule as required.
•    Understand and apply proposal methods and tools, consistently implement standard best practice processes.
•    Lead or assist in the production and delivery for on-time delivery of proposals (electronic and hard copy).
•    Assist with maintaining, monitoring, and managing proposal database, files, and systems through appropriate information management systems.
•    Support and drive development and continuous improvement of best practices and templates, data platforms, and style guides.

Qualifications

The successful candidate will possess all or most of the following qualifications:
•    3+ years of proposal coordination/writing experience in engineering/construction or similar industry
•     Bachelor’s degree in Marketing/Communications, Journalism, English, Liberal Arts, or equivalent
•    Proficient with Microsoft Office Suite and Adobe Creative Suite including InDesign, Illustrator, and Photoshop
•    Exceptional attention to detail, organization, and attentive listening skills
•    Ability to prioritize, balance, and successfully complete multiple tasks simultaneously
•    Effective verbal and written communication skills - within core team and with internal and external clients
•    Action orientated with an ability to take on challenges and effectively problem-solve
•    Strong editing/writing skills including thorough knowledge of grammar, spelling, and composition as well as writing, editing, oral communication, and interpersonal skills
•    Self-motivated with ability to work well with professionals from various backgrounds
•    Ability to deliver high-quality work in a strict deadline-driven environment 
•    A focus on teamwork, including the ability to continually listen, collaborate, and communicate among colleagues, internal customers, and team partners

Base Compensation: $90,000/yr - $115,000/yr
(Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location)
