Position Overview
As Senior Advisor, Communications you will a key role in the development and delivery of superior, multi-channel communication products and engaging stakeholder and community relations activities that support the City of Ottawa’s Stage 2 Light Rail Transit Project.

District Overview
Eastern Canada District's projects include highways, bridges, mass transit, mine site development & open pit operations, hydroelectric powerhouses, wind-power plants, dams & industrial. The serve the construction and mining industries and operates in Eastern Canada.
Location
This position is based in Ottawa. Candidates must be comfortable commuting to our field offices and construction sites as well.
Responsibilities
• Create timely, informative and engaging content to build awareness and support for the Stage 2 LRT Project.
• Build confidence, understanding and trust among key stakeholders, residents, community groups and the public by supporting integrated and proactive communications and community engagement approaches and stakeholder relations initiatives.
• Maintain a communication/contact/public inquiry database to chronicle inquires, actions, and results.
• Use multi-media and digital techniques and content to support project information and collateral including brochures, fact sheets, flyers, handouts and presentations.
• Draft and post articles to support project/district/corporate communication and employee communication initiatives.
• Gather information through site visits, stakeholder meetings, surveys, and other techniques to investigate and address public concerns and mitigate issues.
• Respond to questions/concerns raised by members of the public via telephone, email or in-person site visits in a timely manner.
• Regularly attend internal construction update meetings to ascertain technical information and construction updates to be disseminated to the public in plain language
• Develop briefing notes, presentations, slide decks, print collateral and other products to support consultation, engagement, and issues mitigation
• Collaborate with other professionals to create an integrated, high-performing communications and stakeholder engagement team
Qualifications
• Completion of a degree in Communications, Journalism, Public Relations, Political Science, Public Administration, or a related field.
• Minimum five (5) to seven (7) years’ progressive experience in communications, customer service or community engagement in the public or private sector or a combination of education, training and experience deemed equivalent.
• Project management experience to lead, manage, and monitor simultaneous projects to tight deadlines, and monitor project performance results.
• Interpersonal, analytical and problem-solving skills, political acuity, initiative, tact and diplomacy skills.
• Ability to build constructive and effective relationships, and work collaboratively with colleagues and stakeholders to build consensus or influence decisions.
• Ability to work in high intensity, demanding situations with a proven track record of successfully.
• Strong influencing/negotiating skills as well as political acumen to deal with a variety of stakeholders, agencies and staff to ensure successful outcomes and achieve goal.
• Knowledge of customer service, de-escalation techniques and tactics, and issues identification/management
• Meeting deadlines and project expectations, with a strict attention to detail.
• Interpersonal and oral/written/presentation/listening communication skills to develop and implement communication plans and materials and respond to community and stakeholder issues.
• Strong ethics that will reflect positively on the company, and an ability to maintain confidentiality.
• Previous experience working on large infrastructure projects will be considered an asset.
• Modern communication techniques, multimedia and software applications (e.g. desktop publishing, word processing, web-authoring).
• Flexible hours – must be prepared to occasionally work outside of regular working hours during some phases of a project (e.g., beyond 5:00 p.m. during the work week and weekends as required).
• Bilingual French (oral and written) preferred.
