Primary Responsibilities 
•    Reports to the Chief Estimator and works closely with the Project Sponsors.
•    Primary goal is to develop and manage the bid solicitation process for all district estimates. The Procurement Manager will work with the estimate teams to evaluate the proposals received and make determinations on which subs or vendors to carry in the bids.
•    Actively develop and maintain relationships with suppliers, vendors and other representatives. 
•    Responsible for the district’s XBE outreach efforts working in conjunction with the regional compliance officer. 
•    Provide training and conduct audits to ensure procedures are followed.
•    Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the supplier’s reputation and history. 
•    Prepare/issue Request for Proposals (RFP’s) and evaluate vendor/subcontractor proposals to identify vendors/subcontractors who meet project constraints of budget and schedule at the estimating level.
•    Work closely with the estimate teams to encourage communication with subs and vendors and expand the current vendor database.

Qualifications
•    Proficient in Microsoft Office (Power Point, Word, Excel) and have a general knowledge of database utilization; SAP and/or SmartBid Experience a plus 
•    Bachelor’s degree in construction management, business, engineering, supply chain management, or equivalent degree or military experience
•    At least five years’ experience in an engineering and/or construction related role
•    Advanced knowledge of all areas of estimating, supplier diversity and subcontract administration 
•    Ability to lead teams of two to three people, provide feedback and assist in employee development objectives 
•    Detail-oriented, highly motivated with ability to effectively manage time 
•    Excellent interpersonal, written and verbal communication skills
•    Team player with the ability to work independently to meet deadlines, goals and objectives
•    Ability work in New Jersey WCL office
