Position Overview
We are seeking an experienced Quality Manager with over 15 years of expertise in managing quality control and assurance for dam embankment projects and other construction projects built by the US Army Corps of Engineers (USACE). The ideal candidate will have a strong background in construction quality management, excellent leadership skills, and a thorough understanding of USACE standards and procedures. They will be responsible for the implementation and management of quality programs, ensuring compliance with all relevant standards and protocols.

Responsibilities
- Promote and maintain effective communications and relations with district management, project management teams, authorized inspectors, and engineers or clients as required.
- Assist project teams in setting up the quality department and preparing for project kick-off and pre-job planning meetings. Assist in identifying the proper Inspection and Test Plans (ITP’s), checklists, and other documentation for the project.
- Support project teams in the development and implementation of project quality plans and supplemental procedures as needed.
- Facilitate the resolution of issues by working with Project Managers.
- Oversee code compliance for work.
- Liaison between the authorized inspection agency and jurisdictional authorities. Assist in acquiring authorized inspection services for the projects.
- Oversee and manage the quality control and assurance processes for dam embankment and USACE construction projects.
- Develop and implement quality control plans, procedures, and protocols to ensure compliance with USACE standards.
- Conduct regular inspections and audits of construction sites to ensure adherence to quality standards.
- Review and approve project submittals, shop drawings, and material specifications.
- Coordinate with project managers, superintendents, and other stakeholders to resolve quality issues and implement corrective actions.
- Maintain detailed documentation of quality control activities, including inspection reports, test results, and non-conformance reports.
- Lead and participate in preparatory, initial, and follow-up meetings to establish quality expectations for each phase of work.
- Ensure all materials received for the project meet approved specifications and are properly handled and stored.
- Train and mentor project staff on quality control procedures and best practices.
- Collaborate with subcontractors and suppliers to ensure quality standards are met.
- Prepare and present quality reports to senior management and clients.
- May have direct reports and be responsible for their development.
- Relies on extensive experience and judgment to plan and accomplish goals of area/specialty/function.
Qualifications
- Minimum of 15 years of experience in quality management for dam embankment and USACE construction projects.
- Bachelor's degree in Civil Engineering, Construction Management, or related field.
- Current USACE "Construction Quality Management for Contractors" certification.
- Proven track record of successfully managing quality control for large-scale construction projects.
- Strong knowledge of construction materials, methods, and techniques.
- Proficiency in RMS 3.0 and Microsoft Office Suite (Word, Excel, Outlook).
- Exceptional math, computer, verbal, and written communication skills.
- Effective organizational and time management skills.
- Valid driver's license with a good motor vehicle record.
