Position Overview

Located at the District Office, the Wind Market Quality Manager (MQM) is responsible for promoting and maintaining effective communications with Kiewit Area Managers, Project Management, Engineers, and Clients as required.  Reporting directly to the Market Manager and providing support to projects within a specific market and/or region. This position requires 50% travel to various locations to support projects as required.  


The MQM is the technical expert within a specific market regarding quality requirements. The MQM is involved with the technical review of quality requirements on project bids to ensure that the estimating team is aware of all unique quality requirements and risks that may impact cost and schedule.  During the project initiation and planning phase, they are to provide the project team with appropriate guidance and support on identifying quality requirements and risk management of those requirements.  The MQM works closely with the District Constructability Department for a specific market ensuring that Standard Operating Procedures are updated to reflect strategies to mitigate quality risks as identified by projects.

District Overview

Kiewit Power Constructors (KPC) provides direct-hire construction services for Power Generation utilizing a union craft force.  Kiewit Power Constructors builds major EPC power plant projects throughout North America.


•    Support the project team in the research of contract documents and local jurisdictional code to identify any unique quality requirements for the project.  Support project teams in the development of strategies to mitigate quality risks.
•    Provide guidance to the project team to update the PQP and Power Quality Standards to develop project-specific quality documents. Support the project team in incorporating any unique project quality requirements into these documents.
•    Schedule, coordinate, and perform project-level audits and assessments on the QMS, Project Quality Plan Procedures, Subcontractor Quality Manuals, and other business processes and procedures included in the Projects Procedures Manual to ensure proper implementation and effectiveness of those documents. Document potential Conditions and implement Corrective Actions (CA) using the Condition Reporting (CR) process.
•    Evaluate assessment findings and identify trends that could be potential area or market level risks. Based on those trends, work with the Market Manager, Quality Sponsor, and District Constructability Department to develop and implement mitigation strategies to remove or reduce those risks. Also, identify and document Lessons Learned and Continuous Improvement ideas.
•    Promote the use of the Condition Reporting process and ensure all Significant CRs are reported.  Assist in the communication of Significant CRs to other projects within a market and/or area that may be impacted.  Lead all Causal Analysis Investigations into Significant Quality Issues to ensure clear and effective Corrective Actions are developed and implemented. Manage any Condition Report that is self-assigned back to the District Quality Department that requires the update or creation of a market-specific standard.
•    Work with the Market Manager, Quality Sponsor, and District Constructability Department to develop market-specific training on quality requirements. Support the PQM and Project Team in implementing training to ensure that all staff and craft are trained to meet the quality requirements for projects within a specific market and project.  
•    Assist the Quality Sponsor in the mentoring and development of the Project Quality Professionals. When the PQM is not on a project site, the MQM will provide on-site support in that role as needed.
•    Support the Project Team in the development and review of all Inspection and Test Plans.  Reviews should ensure conformance to market-specific standards with the inclusion of project-specific requirements.
•    Work with the PQM and project teams during the planning phase of projects.  The MQM shall participate in all Exit Reviews for projects within a market or region to ensure that quality risks are identified and mitigation strategies for those risks are implemented.
•    During project visits, interface routinely with the Client with respect to concerns, reporting issues or incidents, conducting quality tours and answering questions.
•    Participate in meetings with the Client to assist in the development of a Project Turnover Table of Contents that includes project-specific requirements for Turnover.  Ensure that there is a defined and effective process for progressive document turnover implemented on projects.  Interface with Independent Engineer as required to ensure turnover documents meet their requirements


•    A four-year engineering, science, or technical college degree plus five (10) years of experience in a related construction field within the Wind Market or 
•    An associate degree in engineering technology or science plus ten (15) years of experience in a related construction field within the Wind Market with at least five (5) of these years in a Quality position
•    The MQM must possess thorough knowledge and understanding of the PQP including the Quality Management System, Quality Control Manual, and Power Market Standards. 
•    The MQM must have a broad working knowledge of all trades, disciplines, associated special processes, inspection, and testing techniques. Construction industry codes, standards, and jurisdictional requirements (ACI, AWS, ASME, NEC, etc.) associated with the work. 
•    Certifications from AWS, API, ACI, ICBO, ASNT, NACE, etc. are advantageous.
