Position Overview
The Project Sponsor/Preconstruction Manager is responsible for the accuracy and administering the completion of all aspects of an estimate opportunity, including the development, and owning the project execution plan. The targeted markets include but are not limited to industrial and data center construction.

Location
This position is based in Lenexa, KS.
Responsibilities
• Participate in a win strategy meeting in developing a capture plan with business development and senior management
• Review the RFP and work with estimating department management to assemble resources for an opportunity
• Develop and maintain the bid proposal schedule
• Meet the client, and attend pre-job meetings / site walks as necessary
• Determine geotechnical conditions early on and the need for test holes
• Schedule and facilitate estimate progress and review meetings
• Coordinate with other internal and external estimating partners
• Determine engineering needs and coordinate when internal and external engineering partners when applicable
• Work with home office support departments to obtain legal, treasury, environmental, insurance, and tax reviews
• Verify the legal department has performed a check on licensing requirements
• Facilitate brainstorming sessions
• Break large projects into areas
• Develop a Master Schedule with the assistance of an internal Scheduling Analyst
• Complete a staff schedule / organizational chart, and a construction equipment schedule
• Review and provide direction on craft labor wages for various markets
o Non-Union / Merit Shop
o Davis Bacon / Prevailing Wages
o Local Union Agreements
• Manage all resources assigned to an estimate pursuit and facilitate discipline estimator / procurement team meetings
• Review all aspects of the estimate within internal discipline department manager reviews prior to holding senior management reviews
• Develop a project execution plan
• Work with the Lead Estimator in developing all commercial and indirect cost
• Review and provide feedback on Escalation Models
• Own the Risk / Opportunity Log
• Own the Clarification and Exception Log
• Review all disadvantaged business requirements and make sure the proposal efforts are meeting client requirements
• Review all bid packages for proposal requirements prior to being issued to subcontractors and vendors
• Be the final sign off on all Quote Comparison Sheets once subcontractor and vendor pricing has been received
• Review all cost. No exceptions.
• Review all estimate review books prior to sending to executive management.
• Present, own, have a story for all cost, and defend the estimate to Executive Management
• Work with the business group on cash flow development
• After the Master Schedule is developed, work with the Lead Estimator in developing a Milestone Payment Schedule or Schedule of Values when applicable
• Coordinate with Business Development, and lead the effort with the assistance of a proposal coordinator to meet all client deliverables
• Participate in customer presentations
• Review T&M sheets for Staff / Craft Labor, and Construction Equipment when applicable
• After initial proposal submission, lead the post bid effort and make sure all post bid changes are accurately tracked in an Estimate Road Map ledger
• For successful pursuits, work with our business group to conform the estimate, and hold an estimate turnover meeting
Qualifications
• Bachelor's degree in Construction Management or Engineering / Technology and may be substituted with extensive and related work experience
• Minimum of 10 years’ experience in heavy industrial and/or commercial construction
• Strong work ethic and interpersonal, organization and leadership skills
• Exceptionally strong attention to detail
• Demonstrate advanced skills with Microsoft Excel
• Ability to work on a team as well as work independently with little or no supervision
