Position Overview
The CSU Technical Services Manager primarily sponsors the Commissioning planning activities and deliverables through the FEL and Detailed Design Phases of a project. Principal input is targeted at both steady state operability as well as transient operating conditions, such as pre-commissioning, commissioning, startup stages, load changes, normal shutdown, emergency shutdown and maintenance.
The applicant should possess Process and Startup experience in a range of industrial water treatment processes, which includes various forms of water purification, desalination, water recycling, wastewater treatment, and potable water production.
The CSU Technical Services Manager develops and submits man-hour estimates to the Director of Commissioning for review and approval for all new proposals based on ITB requirements and input from the Proposal Manager.

Responsibilities
The Technical Services Manager will participate in the following project activities, as required.
• Participates in PFD / P&ID Reviews
• Participates in Technical / Hazard Reviews
• Participates in Factory Acceptance Tests
• Participates in Model Reviews
• Participates in Project Meetings and Consultation
• Develops and Participates in Training Programs
• Develops and writes Operating Philosophies
• Develops and writes Basic Engineering Package Operating Manuals
• Develops and writes Pre-commissioning / Commissioning Procedures
• Develops Estimates for new proposals
Qualifications
- Education: Bachelor's Degree in Chemical Engineering, or a related field. A Master's degree or professional certification in Water Treatment or Water Resources Engineering would be a plus.
- Experience: At least 10 years of relevant work experience in water treatment, wastewater management, desalination, or related fields, with at least 5 years in a managerial or supervisory role. Proven experience in the commissioning and startup of major industrial water projects is essential.
- Technical Skills: Proficient in understanding and interpreting process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), and other process design documents. Familiarity with regulatory standards and best practices in water treatment technologies and processes.
- Project Management Skills: Strong project management skills with the ability to handle multiple projects simultaneously. Demonstrated ability to work within schedules and budgets, and to manage risks effectively.
- Communication Skills: Excellent communication and team management skills are required. The candidate should be able to coordinate effectively with various stakeholders, including plant operators, engineers, regulatory bodies, and project sponsors.
- Computer Skills: Proficiency in using engineering office and project management software tools.
- Certifications: Professional Engineer (PE) license or Project Management Professional (PMP) certification would be an added advantage.
- Travel: Willingness and ability to travel, as the role might require on-site supervision and inspection of projects across different locations.
- Problem-Solving Skills: Strong problem-solving and decision-making skills, with the ability to troubleshoot technical issues during project commissioning and startup.
- Safety Consciousness: Demonstrated commitment to maintaining the highest standards of health, safety, and environmental compliance in all project activities.
- Up to 50% travel may be required.
