Position Overview

The CSU Technical Services Manager primarily sponsors the Commissioning planning activities and deliverables through the FEL and Detailed Design Phases of a project.  Principal input is targeted at both steady state operability as well as transient operating conditions, such as pre-commissioning, commissioning, startup stages, load changes, normal shutdown, emergency shutdown and maintenance. 
 
The applicant should possess Process and Startup experience in a range of mining and mineral processes for commodities, which includes various forms of Lithium, Gold, Silver, Copper, Soda Ash, and Rare Earth elements.  
 

Specific deliverables may include sponsoring CSU estimates, CSU deliverables, CSU Schedules, and technical input into operating documents such as: 

  • operating philosophies
  • technology selection input 
  • process unit operating manuals
  • utilities manuals
  • laboratory manuals
  • lubrication schedules
  • chemical cleaning documents
  • systems priority identification packages
  • startup schedules
  • start-up philosophies
  • vendor servicemen schedules

 
The CSU Technical Services Manager develops and submits man-hour estimates to the Director of Commissioning for review and approval for all new proposals based on ITB requirements and input from the Proposal Manager.

Responsibilities

The Technical Services Manager will participate in the following project activities, as required. 
•    Participates in PFD / P&ID Reviews 
•    Participates in Technical / Hazard Reviews 
•    Participates in Factory Acceptance Tests 
•    Participates in Model Reviews 
•    Participates in Project Meetings and Consultation 
 
The Technical Services Manager will also oversee or perform the follow: 
•    Develops and Participates in Training Programs 
•    Develops and writes Operating Philosophies 
•    Develops and writes Basic Engineering Package Operating Manuals 
•    Develops and writes Operating Instructions Manuals – to OSHA Standards, if required 
•    Develops and writes Utilities / Off-sites Manuals – to OSHA Standards, if required 
•    Develops and writes Laboratory Manuals / Laboratory Equipment Specifications 
•    Develops and writes Pre-commissioning / Commissioning Procedures 
•    Develops and writes Maintenance Manuals 
•    Develops and writes Chemical Cleaning Documents 
•    Develops and writes Tie-In Procedures 
•    Develops Lubrication Schedules 
•    Develops Systems Priority / Turnover Identification Packages 
•    Develops Startup / Vendor Servicemen Schedules 
•    Develops Man hour Estimates for new proposals 
 
 
Additional Responsibilities 
Assigned CSU Technical Services staff are responsible for the scheduling of their activities required to support on-going projects. This includes producing a 2-month look-ahead schedule that will include such items as: 
•    Issue date for the CSU Estimate 
•    Issue date for the operating philosophy 
•    Issue date for the operating manuals 
•    Issue date for the safety manuals, if applicable 
•    Issue date for the laboratory manuals, if applicable 
•    Issue date for the lubrication schedule, if applicable 
•    Issue date for the pre-commissioning / commissioning procedures, if applicable 
•    Manual review / issue dates 
•    HAZOPS, SIMOPS P&ID, 3D Model reviews 
•    Special projects

Qualifications

•    Should possess a Bachelor of Science degree in an Engineering discipline OR have 20 years of equivalent work experience and be considered a technical expert in Commissioning and Startup and one or more of the Industrial markets.
•    At least 20 years of CSU and/or Design experience within the market segment. 
•    Knowledge of internal engineering systems and tools.
•    Knowledge of PC, Windows, Office Software and IT implementation background.
•    Up to 50% travel may be required.
