Position Overview

 

Kiewit Nuclear Solutions team has an immediate opening for an experienced Contracts Administrator in our growing District at our Idaho National Lab Navy Spent Fuel Handling Project. You will be part of our rapidly growing nuclear solutions business supporting Department of Energy, National Nuclear Security Administration and commercial nuclear construction projects working to recapitalize our nation’s nuclear infrastructure and support the next generation of nuclear power reactors. It is a multi-faceted and leading-edge division of Kiewit with best-in-class technical expertise focused on everything from build to design-build of our projects. The successful candidate will have worked prime contract administration in nuclear construction projects or other federal construction type projects.

Responsibilities

 

The successful candidate will support prime contract administration.
•    The Contracts Administrator oversees non-technical aspects of the project(s) to which they are assigned. He/she will also provide guidance and assistance and will collaborate with Project Managers on scope management, change management, schedule, risk, and other contract matters. The Contracts Administrator is responsible for documenting and agreeing on any changes or amendments that may arise during the implementation or execution.
•    Understanding, interpreting, and transmitting of relevant contract information, processes and procedures to all key project participants, guide them to understand, follow up and adhere to their related discipline Scope of work in compliance with their responsibilities with the Contract Terms and Conditions,
•    Highly experienced in the Prime RFP process and procedures, responding to customer’s procurement requested changes and successfully negotiate change orders for the project(s).
•    Collaborate with other Kiewit discipline leads on the project to implement effective change management best practices.
•    Support Construction Management and Program Management engagements by assisting with contractual management issues.
•    Oversee non-technical aspects of on-going Contract(s), including compliance with Contract documents to ensure that the requirements are implemented and maintained. Review contract performance by monitoring compliance documents, schedules, and deliverables.
•    Collaborate with procurement on prime contract flow downs to subcontracts and mods. 
•    Conduct contract awareness and lead change management efforts with key project staff.
•    Assist PM in preparation of correspondence and maintain records necessary to ensure the effective administration of all Contractual matters.
•    Facilitate the preparation of contract changes and administration, review and settlement of contract change negotiations and participation in the development of affirmative claims and support to the project and the legal department on defense of claims
•    Assist the Project Manager in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment.
•    Ensure all warranties, bonds, insurances, guarantees, etc. are in place/maintained/updated in accordance with the Contract and in compliance with Kiewit/Client’s requirements.
•    Prepare/distribute monthly Contractual reports as requested.

Qualifications

•    Bachelor’s degree in business, pre-law, or supply chain.  
•    A minimum of 6 years of related experience required in Prime Contract management preferably with a background in federal construction Prime Contracts.
•    Proficient to high knowledge of Federal Acquisition Regulation (FAR) and federal contracting procedures. Knowledge of Department of Energy Acquisition Regulation (DEAR) contractual terms is highly desired.
•    Excellent, demonstrated customer communication and collaborations skills; with the ability to connect and build relationships with others inside and outside the organization.
•    Demonstrated ability to coordinate with a variety of corporate departments and functions to help further the projects contractual goals.
•    Familiarity with the construction industry strongly preferred.
•    Ability to work independently and think analytically with minimal oversight.
•    Ability to think innovatively to offer practical solutions while achieving targeted risk profile.
•    Demonstrated ability to multitask.
•    Proficient knowledge of MS Office 365 (Word, Excel, PowerPoint, Outlook & Teams).
•    Other software working knowledge such as SharePoint, SmartSheet and SAP desired but not required.
