Position Overview

The Regulatory Engineer will be responsible for providing pipeline regulatory compliance subject matter expertise in accordance with Federal, state, and local law including, but not limited to, development of FERC Resource Reports (specific emphasis on 11 and 13), FERC Implementation Planning, and PHMSA compliance.  This position will lead and oversee all aspects of development, implementation, and ongoing support for FERC and PHMSA regulated projects.  The Regulatory Engineer must have broad knowledge of regulatory requirements including the permitting, design, construction, and operation of LNG facilities.

Our rapidly growing oil, gas and chemical team, which includes structural, civil, piping, mechanical, process, process safety, electrical, instrument and control disciplines, is a multi-faceted and leading-edge division of Kiewit with best-in-class technical expertise focused on the EPCC delivery model for dynamic process facilities. 


This position is based out of our Energy Corridor Office in Houston, TX and typically requires less than 25 percent travel. Opportunities for remote/flexible work are available. 


•    Provide technical leadership for oil & gas projects (FERC-regulated natural gas or liquids projects) throughout the US throughout permitting, construction and commissioning.  
•    Manage permit applications and agency coordination related to FERC, PHMSA, Threatened and Endangered Species, Sections 404/10, Coastal Zone Management Act, and Section 106 Cultural Resources.  
•    Develop relationships with regulators, clients, and internal stakeholders in environmental, engineering and construction.  
•    Create technical documents and provide review of technical documents that support regulatory submissions.
•    Communicate and collaborate with other Environmental and Regulatory Engineers to ensure consistency in project execution.
•    Support Engineering and Construction in their preparation for FERC, PHMSA and state inspections including developing post-inspection agency correspondence and follow up.
•    Create and maintain procedures to support consistent delivery of all applicable projects.  


•    4-year university degree in a technical field with 10+ years of experience
•    Demonstrated experience managing FERC and PHMSA regulated projects. Experience permitting LNG facilities is required.  
•    Demonstrated experience with FERC, PHMSA and NEPA requirements and processes, mitigation measures, and related implementation.
•    Demonstrated experience managing resource report development for FERC-regulated projects
•    Demonstrated ability to work well under pressure and to prioritize and balance sometimes heavy workloads to achieve goals while keeping up with a highly mobile and changing environment.
•    Must have strong oral and written communication skills, and be customer focused to understand and appropriately respond to client’s business needs.
•    Project and task management experience with strong attention to detail.
•    Builds and maintains productive professional and personal networking relationships within their technical team and Business Center.
•    Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
