Position Overview

Based in our Houston Office, the Logistics Pricing and Estimating Specialist III is responsible for managing and coordinating the tendering process for logistics services related to specific projects by following the strategies and SOP (Standard Operating Procedures) established by the LTC team to support all aspects of the logistics estimate from kickoff to turn over. 
This involves close collaboration with Internal Stakeholders as well as 3PL’s. Core objectives include but not limited to functional understanding and interpretation of RFP documents, application of company historical rate and logistics pricing information, as well as foster the development and growth of the logistics estimating through improved work processes to meet the needs of Projects and Districts. #LI-WJ1

Responsibilities

  • Develops and maintains baseline cost estimates, pricing methods, models, and processes for Kiewit’s LTC Group by interfacing with the Project teams to support proposals, ROMs (Rough order of Magnitude) and bids to support a repeatable, scalable process 
  • Develops basis of estimate for proposals, forecasts, and baseline cost estimates for Logistics projects ensuring consistent estimating practices across Kiewit’s estimates and supporting negotiations with customers and suppliers
  • Conducts research and analysis of the current market and other agency purchases of similar products and services, reviews historical prices, performs comparative analysis to similar programs, and obtains pricing data to facilitate the development of realistic program costs (risk, financial, competitive, etc.)
  • Provides analytical support and evaluates customer requests for proposal, substantiates estimates/pricing, cost estimates, and assembling price proposals
  • Develops and prepares 
  • Develops metrics in partnership with the Project teams to track cost estimate
  • Evaluates subcontractors and suppliers price/cost proposals & associated trends
  • Provides training to implementation teams regarding policies, procedures, and practices related to program cost management and pricing
  • Develops trend analysis for cost performance, pricing, supplier performance, compliance metrics and related analyses to inform future proposals
  • Inform on optimal price points for different packages and services.
  • Reporting: Prepare and present detailed reports on pricing strategies, market trends, and estimators to ensure scope alignment.
  • Perform top-down estimates (high-level ROMs) and bottoms up estimates by analyzing every aspect of every operation in detail
  • Prepare subcontractor bid packages – includes compiling quantities and writing detailed scope. Answer technical questions from bidders and work with Projects and Districts to compile quote comparison sheet.
  • Prepare and present estimate review packet, including transportation schedule, activities, scope, sequence, duration, manhours and quantities.
  • Continuous improvement such as self-paced training and estimate debrief sessions.
  • Ensure documentation is accurately processed, distributed, and released to carrier, forwarders, customers, and agents in a timely manner. Account for proper transit times and customs clearance documentation deliverables instructions are communicated.
  • Other duties may be assigned.
     

Qualifications

  • Minimum 8 years of experience in logistics pricing, estimating, or tendering. This experience should include working with logistics systems, cost analysis, and pricing strategies.
  • A thorough understanding of logistics processes, supply chain management principles, and industry regulations is essential.
  • Familiar with Ocean Freight, Barging and Heavy Haul Operations
  • Detail-oriented with strong organizational skills.
  • A Bachelor's degree in related materials transportation, logistics or expediting field; or an associate degree plus two years of experience in a related materials transportation, logistics or expediting management field; or a high school diploma or equivalent (GED) plus 12 years of experience in a related materials transportation, logistics or expediting position is preferred.
