Position Overview

The Engineering Development Sponsor is chiefly responsible for developing a pipeline of early market studies, preFEEDs and technology assessments to support FEED and EPC pull-thru opportunities for the OGC Market.
They collaborate primarily with the Business Line Manager (BLM), Business Development (BD) and other OGC leadership in all facets of the Get Work strategies and provide oversight to study execution during FEL 0-2 (Conceptual thru Pre-FEED) phases of engineering work.

The Engineering Development Sponsor supports development of the project Win Plan, Pursuit strategies, establishes the early engineering execution plan, provides direction and oversight to the assigned study team and advises the OGC organization of customer feedback on KOE’s early engagement performance.

The Engineering Development Sponsor monitors all FEL 0-2 studies and prospective market pursuits under their market segment other than key pursuits allocated to other OGC leadership individuals.

Location

This position is based out of our Energy Corridor Office in Houston, TX and typically requires less than 20 percent travel. Opportunities for flexible work are available. 

Responsibilities

  • Participate in the bid / no bid discussion to help validate if the target project fulfills a business need and to decide how we build a competitive advantage that leads to success.
  • Champion the project upon approval as a target pursuit and gain the required support throughout the organization to ensure success.
  • Participate in the development of a capture plan and with strategy in collaboration with the assigned BLM, BD and OGC colleagues. Follow through on the capture plan actions and focus on those actions that make the estimate complete and our proposal most competitive.
  • Ensure that exemptions and clarifications are clearly documented in the proposal and clearly explained to the engineering team as part of the kickoff process.
  • Ensure the engineering project organization, roles, reporting structure and key deliverables are established and consistent with KOE standards and procedures.
  • Work with engineering partner districts to ensure effective communication and collaboration.
  • Champions Kiewit Engineering (KEGI) consistency and shares best practices from other KEGI districts.
  • Communicate and manage an effective issue escalation process to resolve critical issues promptly.
  • Be the engineering liaison between the project, the district management group and partner districts. Build strong partner-like relationships with partner district leadership.
  • Provide guidance to the Project Engineering Manager throughout the engineering fee workflow process to produce complete and thorough estimates.  
  • Provide guidance to the Project Engineering Manager and help with key execution decisions that may be beyond the authority of the Project Engineering Manager.
  • Act as an arbitrator resolving project issues and conflicts such as competition for resources, priority clashes, and lack of project definition for identified studies and preFEEDs.
  • Ensure the implementation of Kiewit’s strong safety, quality, and collaborative culture are integrated throughout the project organization.
  • Provide direction and coaching to the Project Engineering Manager (PEM) and recognize potential derailers that need to be addressed to ensure a successful project outcome. 
  • Make the project close-out the strength of every team by overseeing the estimate, engineering execution, and managing every transition between the various engineering phases.

Qualifications

  • Bachelor’s degree in engineering in any discipline, Construction, Project Management, Business or related field from an accredited four-year college or university.
  • Advanced Technical or Business Degree - MS, MBA (preferred).
  • PE license and/or PMP certification (desired).
  • 20+ years of OGC experience in all aspects of the project lifecycle with a focus on the Oil, Gas, & Chemical market.
  • Demonstrated success as a Project Director, Project Manager or Program Manager on multiple major onshore OGC EPCC Projects, 100MM TIC or greater.
  • Field experience in construction and/or commissioning.
  • Well versed and knowledgeable in supplier, vendor and subcontractor coordination and interface management.
  • Appreciation and understanding of the operations of other functions (e.g. Procurement, Construction, Commissioning, OSSQ, Business Management, Estimating, etc.
  • Capable of autonomous management of multiple projects and personnel.
  • Highly motivated, with a demonstrated passion for excellence and taking initiative.
  • Strong work ethic, willing to do what it takes to get the job done right the first time.
  • Demonstrated commitment to ethics and integrity.
  • Passion for safety, with the ability to help us ensure that nobody gets hurt
  • Strong interpersonal, written, and verbal communication skills, including reporting and presenting.
