Position Overview

The Technical Services Manager participates in various Engineering reviews and meetings during the FEED and Detailed Engineering phases of a project.  Principal input is targeted at steady state operability and safety plus non-steady state operability and safety during pre-commissioning, commissioning, startup stages, transitions, load changes, normal shutdown, emergency shutdown and maintenance

The Technical Services Manager (or delegated Advisor), will participate in the following project activities, as required.
•    Participates in PFD / P&ID Reviews
•    Participates in Technical / Hazard Reviews
•    Participates in Factory Acceptance Tests
•    Participates in Model Reviews
•    Participates in Project Meetings and Consultation
•    Participates in facility startups and performance test runs
•    Develops and Participates in Client Home Office Training Programs
•    Develops and writes Operating Philosophies
•    Develops and writes Basic Engineering Package Operating Manuals
•    Develops and writes Operating Instructions Manuals – to OSHA Standards, if required
•    Develops and writes Utilities / Off-sites Manuals – to OSHA Standards, if required
•    Develops and writes Laboratory Manuals / Laboratory Equipment Specifications
•    Develops and writes Pre-commissioning / Commissioning Procedures
•    Develops and writes Safety Manuals
•    Develops and writes Maintenance Manuals
•    Develops and writes Chemical Cleaning Documents
•    Develops and writes Tie-In Procedures
•    Develops Lubrication Schedules
•    Develops A.O.C. Flagsheets
•    Develops Systems Priority / Turnover Identification Packages
•    Develops Start up / Vendor Servicemen Schedules
•    Develops Man hour Estimates for new proposals

Additional Responsibilities

The Technical Services Manager is responsible for gathering project information from the project teams and distribution to the assigned staff.

Assigned CSU Technical Services staff are responsible for the scheduling of their activities required to support on-going projects. This includes producing a 2-month look-ahead and one-month look back schedule for distribution to the Director of Commissioning. The schedule will include such items as:
•    Issue date for the CSU Estimate
•    Issue date for the operating philosophy
•    Issue date for the operating manuals
•    Issue date for the safety manuals, if applicable
•    Issue date for the laboratory manuals, if applicable
•    Issue date for the lubrication schedule, if applicable
•    Issue date for the pre-commissioning / commissioning procedures, if applicable
•    Manual review / issue dates
•    HAZOPS, SIMOPS P&ID, 3D Model reviews
•    Special projects




•    8+ years of experience working in Commissioning and Start-Up
•    3+ years in a leadership/management position
•    Strong LNG experience supporting performance testing facilities
•    Experience participating in design engineering
