Position Overview

The Construction Safety Professional ensures compliance with Company and Federal Safety regulations at project level. This position advises and audits the Safety Program on the jobsite, manages safety documentation, and clearly communicates with the division Safety Manager, Superintendents, Project Managers, and Crews to maintain incident and injury free sites.

Responsibilities

● Conduct and document safety inspections, program implementation and enforcement, activity risk analysis, employee training, equipment inspections, accident investigation and root cause analysis

● Support incident and emergency responses to include accompanying injured personnel to medical facility. Ability to conduct incident investigations, follow reporting procedures and develop safety alerts or lessons learned.

● Conducts and advises project management on accident investigations and assists project management in developing improvement plans to prevent recurrence

● Assist, develop and implement site specific activity hazard analysis or other safety plans with project management; Participate and assist in daily planning and safety implementation on project sites to eliminate hazards. Must be detailed oriented.

● Recordkeeping of safety related documentation on online servers and project site records. Including site safety orientations and indoctrination for all contractor employees, subcontractor employees and site visitors. Must be organized.

● Maintains a close working relationship with field personnel and project management and advises field project managers and supervisors in all aspects of occupational safety.

● Observes behaviors and conditions within the work environment on a frequent basis, coach employees regarding the value of working safely and provides feedback on these activities to project management and employees

● Develops and delivers safety training. Maintains the safety training and certifications of the project.

● Conducts compliance inspections for the project; works to maintain and upkeep all safety equipment on the project site. Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.

● Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.

● Order, track, receive and audit safety materials and equipment. Conduct routine inspection and maintenance on all safety materials and equipment.

● Attend the pre-construction meeting conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.

● Ensure subcontractor compliance with safety and health requirements.

● Perform other related duties as required

● Provide safety support and management for the Guam Naval Base Project.

● Repair/Modernize Mike and November Wharves - which include appurtenances at Naval Base Guam Apra Harbor. The replacement of the steel sheet pile bulkhead and soil improvements, replacement of the mooring system, restoration of the heavy weather mooring and fender system, replacement of the existing electrical substation, wharf utilities (potable water, bilge oily water, sewer, steam, drainage, electrical telecommunication) and replacement of lighting, pavement and other appurtenances.

Qualifications

● 5+ years industry safety experience; 3+ years project experience

● Preferred heavy civil, foundation and/or waterfront construction project experience

● Preferred bachelor’s degree in safety, Industrial Hygiene, or Environmental Sciences preferred

● OSHA 30 or equivalent within the last 5 years required

● 40-Hour EM385-1-1 Safety Awareness Certification

● Preferred Knowledge & Experience in EM385-1-1 Safety Regulations

● Average of at least 24 hours of formal safety training each year for the past 5 years

● Competent person status in the following areas of competency: Excavation, scaffolding, fall protection, hazardous energy. Confined space, health & hazard recognition, evaluation and control of chemical, physical and biological agents, PPE and clothing to include selection, use and maintenance (or willing to obtain)

● Familiar with behavioral based safety programs a plus

● Ability to work more than 40+ hours per week, with flexibility to work additional hours as needed, including travel 

● Proficient in Microsoft Office Applications

● Strong written and verbal communication skills

● Requirement Minimum: Ability to type 40 WPM

● This position requires fluent use of the verbal and written English language

 

Certifications or Licenses:

● Preferred certifications from BCSP- CSP, ASP, CHST or STSC (or willing to obtain)

● CPR/FA/AED responder or trainer credential

● Must be in good standing and able to obtain a government issued Defense Biometric Identification System (DBIDs) identification card for access to the Guam Naval Base at Apra Harbor

● Valid Driver’s license and US Passport
