Position Overview
The Public Information Officer will manage day-to-day execution of Kiewit’s contractual Public Information (PI) scope for the Francis Scott Key Bridge Replacement project. The role supports MDTA’s communications team by delivering clear, accurate and timely information to the public, community stakeholders and media partners.
This is an on-site position based in Baltimore, split between the project office and the field. The coordinator must be comfortable moving between construction and office environments, attending public meetings and engaging directly with residents and businesses.
The PI Officer will work closely with Kiewit’s Corporate Communication team to ensure all materials, messages and engagement activities align with company standards and contract requirements. Corporate Communications will provide strategic guidance, quality control and escalation support, while the coordinator leads execution at the project level.

This position is on-site full time based out of our Hanover MD office.
Responsibilities
Planning and Coordination
• Partner with MDTA and its communications subcontractor to implement the Public Engagement and Communications Plan
• Maintain an active PI calendar, including weekly and quarterly lookahead schedules of construction activities
• Coordinate with construction teams and MDTA to identify upcoming work that may affect the public
• Support crisis communications planning and response in coordination with Kiewit Corporate Communications
Public Communications
• Draft and submit for MDTA approval all notices, advisories, newsletters, fact sheets, FAQs, and website or social media content related to construction activities
• Develop detour maps, construction graphics and public display boards
• Distribute approved notices and manage outreach to residents and businesses affected by ongoing work
• Maintain the community inquiry log and ensure responses are provided within 72 hours
Stakeholder Engagement
• Serve as Kiewit’s primary liaison with residents, businesses, community organizations and elected officials
• Attend and support community meetings, briefings, tours, pop-ups and workshops
• Document engagement activities and community feedback for inclusion in reports
Media and Reporting
• Help draft responses for MDTA review to ensure accurate, consistent media messaging
• Work with Kiewit Corporate Communication on message alignment, media monitoring and escalation protocols
• Prepare monthly PI activity reports summarizing notices distributed, community engagement, visuals submitted and issues resolved
• Track compliance with PI performance measures and maintain organized records of all communications materials
Visual Documentation
• Coordinate submission of at least 15 monthly progress photos, drone video and time-lapse imagery per contract requirements
• Manage approval and delivery of visual materials to MDTA in coordination with Corporate Communications

Qualifications
• Bachelor’s degree in communications, public relations, journalism or related field
• Minimum three years of experience in public outreach, community relations or communications on infrastructure or construction projects
• Strong writing, editing and interpersonal communication skills
• Proven ability to manage multiple deadlines and coordinate across teams
• Familiarity with ADA communication requirements and public engagement best practices
• Experience working in both field and office settings
• Proficiency with Microsoft Office and basic design tools (Adobe Acrobat, Canva or similar)
• Drone or video experience (knowledge or management) is a plus

Base Compensation: $106,000/yr - $111,000/yr
