Position Overview

We are seeking an experienced Technical Procurement Manager to lead procurement operations with a strong emphasis on technical evaluation, vendor qualification, and strategic sourcing for major EPC building projects. The ideal candidate will bring 10+ years of experience in the construction sector, preferably within the vertical building market, with proven expertise in managing technically complex procurement scopes. Data center project experience will be considered a significant advantage.

Location

This project is based in El Paso TX.  Per Diem and subsistence will be available if you are not local to the project. 

Responsibilities

Procurement Strategy & Execution
•    Develop and implement project-specific procurement strategies aligned with EPC contracts, budget, and schedule requirements.
•    Manage end-to-end procurement processes, from requisition to contract closeout.
Technical Evaluation
•    Lead the technical assessment of supplier bids, ensuring compliance with engineering specifications, codes, and project standards.
•    Collaborate with design and engineering teams to align material and equipment selections with project requirements.
Supplier Management
•    Prequalify, select, and negotiate with vendors, subcontractors, and manufacturers to ensure competitive pricing and technical compliance.
•    Build and maintain strong relationships with key suppliers, fostering long-term partnerships.
Risk & Cost Control
•    Identify and mitigate risks related to material quality, lead times, and supply chain disruptions.
•    Drive cost optimization initiatives without compromising technical integrity or performance.
Cross-Functional Collaboration
•    Interface with project managers, engineers, estimators, and construction teams to ensure procurement activities support project delivery.
•    Provide procurement insights during project planning, design reviews, and constructability sessions.
Compliance & Reporting
•    Ensure adherence to company policies, legal regulations, and industry standards.
•    Maintain accurate procurement records, reporting regularly on cost, schedule, and vendor performance.

Qualifications

•    Bachelor’s degree in Engineering, Construction Management, Supply Chain, or related field (Master’s preferred).
•    Minimum 10 years of procurement experience in the construction/EPC industry, with emphasis on technical procurement for building projects.
•    Strong background in vertical building markets such as commercial, healthcare, or institutional projects. Data center project procurement experience highly desirable.
•    Proven track record in negotiating technically complex contracts with major equipment and systems suppliers.
•    Excellent understanding of construction materials, MEP systems, and specialized building equipment.
•    Exceptional communication, leadership, and vendor management skills.
•    Ability to work in a fast-paced EPC environment with multiple stakeholders and tight deadlines.
