Summary
The goal of rail transit design and construction is to produce fully integrated systems that meet clients’ long-range needs while delivering maximum return on invested capital. Each component must be expertly designed and constructed, and all system components must function together as a smoothly operating whole.  We are looking for the person that can assist our operational leaders in supporting this mission.
 
Scope
The Overhead Catenary System (OCS) Engineer will report to the Electrification Group Manager or applicable Project Management while providing top-level support to the MEC Transportation District Leadership Team and Operational Managers.
 
Key Responsibilities
•    Proposal / Bid Phase
o    Understand contract requirements and ability to concisely summarize, effectively communicate and support estimating team with developing plan and budget for implementation
o    Cost effective development of pre-bid engineering needs for construction estimate basis
o    Analyze technical specifications and drawings with the ability to determine the scope of work and materials and evaluate and propose alternative and compliant technical solutions which provide competitive advantage
o    Identify components and hardware required to build the OCS and request and evaluate price proposals from OCS suppliers
o    Identify, quantify, manage risk – performance based and technical requirements
o    Assess in-house design capability and determine the need for outside design consultants
o    Provide guidance for teaming / subcontracting arrangements as well as evaluate estimated design costs
o    Technical proposal – develop narrative and technical description in response to technical system questions / criteria
o    Evaluate, design and implement systems to support and enhance business operations
o    Coordinate and serve as a liaison between MEC Staff and outside engineers / consultants / suppliers
•    Project Execution Phase
o    Provide on-going design management over-site to jobsites across North America. This would include collaborating with both the designer and suppliers as needed
o    Conduct engineering reviews to identify efficiencies that can be achieved or resolve foreseeable technical issues.
o    Provide technical leadership in preparing OCS procurement specifications and product selection and comparing material cost to constructability costs for a holistic view of the total installed cost
o    Oversee the design effort of internal engineering resources and external engineering consultants to maintain schedule and budget
o    Manage the selected OCS suppliers from detailed design through manufacturing to delivery to maintain schedule and achieve budget
o    Review product submittals from suppliers and ensure seamless integration of all products into a functional and compliant system.
o    Review manufacturing test procedure and witness factory acceptance tests
o    Review field testing procedures and help ensure jobsites successfully deliver systems to clients.

Qualifications
This position requires an industry leader with OCS expertise who has the unique ability to develop effective relationships with front-line operations, suppliers and engineers, while still executing and achieving our global design management initiatives.
•    Strong analytical, problem solving and communication skills
•    Experience with OCS design and construction
•    Ability to perform or competently manage OCS design, including layout design, cantilever allocations and detailed component design
•    Must be skilled in the preparation of drawings, specifications and cost estimates and should have the capability and experience to manage projects and lead a group of engineers in support of the construction schedule.
•    Experience with OCS design tools
•    Background in Project Controls like scheduling, submittals, RFIs, contracts, budgets, etc. would be very helpful.  
•    PE registration is desirable, but not essential.
