Position Overview

As a Quality Manager with KLTP on the Trans Mountain Expansion Project, you will provide the leadership that drives the overall success of the quality program to ensure that the project meets all standards and requirements listed in the Project Quality Plan. You will take the lead in managing all Quality Assurance and Quality Control for a project scope involved in tunnelling, boring, and pipe welding. With increased experience, you may be required to develop new systems, assist in proposals, and implement new programs across the project.

District Overview

Kiewit’s Western Canada District is headquartered in Vancouver, British Columbia.  We primarily perform heavy civil projects specializing in earth moving, transportation, roadways, bridges, water resources, and underground utilities. We are looking for hard working individuals with a passion for construction who aren’t afraid to get their hands dirty! Our current opportunities are spread across the entire west coast of Canada. 


This position will be located in Burnaby, BC.

  • Manage Quality for tunneling with precast segments with the work scope leading to pipeline installation for the 30” crude lines .
  • Have a thorough knowledge of the Projects Quality Management System, work instructions and procedures.
  • Work closely with Construction Supervisors, Schedulers, Planners regarding development and implementation of the project quality system ensuring thorough understanding of the project scope and schedule.
  • Produce quality work, meeting requirements of plans, specifications, and industry standards.
  • Ensure work is performed to established technical requirements defined by project documentation including drawings, specifications, procedures, inspection & test plans, and work instructions.
  • Align quality control objectives with construction procedures to achieve product reliability and minimize cost.
  • Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Confer with vendors, subcontractors, staff, and management personnel regarding purchases, procedures, product specifications, manufacturing capabilities, and project status.
  • Generate quality reports and metrics.
  • Evaluate data and write reports to validate or indicate deviations from existing standards.
  • Issue notice of non-conformances and stop-work orders, conferring with clients, and quality personnel to document incidents, contract requirements, and recommend corrective actions.
  • Verify  as-builts, quality checklist, test reports and specification sheets, to verify that records adhere to contract specifications.
  • Manage staff, preparing work schedules, assigning specific duties, and executing personnel quality training.
  • Analyze operations to evaluate how objectives are being met, and to determine areas of potential cost reduction, program improvement, or policy change.
  • Recommend modifications to existing quality or production standards to achieve optimum quality.
  • Assist other projects and regions as needed in the implementation of The Company’s Quality Program.


  • Bachelors’ or Technical Degree in Engineering, Science or similar with at least four years’ experience in a related construction field (with at least two of these years in a quality position).
  • Previous construction experience in concrete, grout, tunneling, boring, welding and pipefitting.
  • Certifications from AWS, CWB, API, ACI, ICBO, ASNT, NACE, etc. are advantageous. 
  • Strong leadership and managerial skills with effective written and verbal communication skills; proficient with Microsoft Office Suite.
  • Effective organizational and time management skills. 
  • Effective analytical and problem-solving skills. 
  • Ability to work independently or as part of a team. 
  • Ability to freely access all points of a construction site in wide-ranging climates and environments. 
  • Ability to travel and/or relocate as required.

Working Conditions

  • Fast-paced office and field project environment; must be able to interact professionally with management, fellow staff members and craft employees while simultaneously managing a diversified workload and challenging situations efficiently and effectively; regularly sit, stand, climb, walk and talk and listen; occasionally lift and move up objects up to 30 pounds.
  • Travel or relocation for extended periods to project areas across North America.
