Summary/Objective
The Project HR Director –Site Operations position is responsible for aligning HR strategy and actions with business objectives at large project field locations. This role will manage a team of 6 project HR members and serves as a consultant to management on human resource-related issues by acting as a business partner to Project Leadership team, as well as acting as employee champion, and change agent. In this newly created role, you will play a crucial part of designing and building a “Project HR” delivery model, to be used throughout the entire Kiewit organization.  By assessing and anticipating HR-related needs then partnering with and proactively communicating needs with our HR COE team, project and district management, the HR Manager seeks to develop integrated solutions. The Project HR Director maintains an effective level of business literacy about the Project's financial position, its schedule of completion, key performance indices, current objectives, its culture and its competition.

The field location for this large project is Cameron Louisiana; the position may transition in approximately two plus years to other North American site(s) or other growth opportunities throughout Kiewit. This individual will also work closely with our safety, security, payroll and financial services teams and have a passion for service in meeting the construction HR needs of mega-projects and the schedule and quality driven challenges they represent.

Essential Functions
Human Resources Planning and Management

•    Drive the development of HR related strategies and ensure implementation and execution
•    Maintain knowledge of progressive HR practices, trends and data points to drive enhancements 
•    Serve as a change agent by influencing key stakeholders in support of organizational effectiveness
•    Analyze trends and metrics in partnership with the HR COEs to develop solutions, programs and policies. 
•    Provide HR policy guidance and interpretation, including outreach, onsite compliance, onsite EEO, etc. 
Workforce Planning and Talent Management 
•    Development of succession plans and skills gap analysis, ensuring that they are consistently reviewed and that effective actions are in place 
•    Ensure coaching, feedback and performance systems are in place to maximize workforce productivity
•    Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention
•    Work closely with Craft and Staff TA COEs to develop contract terms for new hires, as well as with HRBPs for internal transfers 
•    Serve as point of contact for union relations issues 
Program Execution and Employee Support
•    Serve as advisor to Project leadership teams by providing insights, consultation, and support 
•    Act as a liaison with HR Shared Services to ensure the delivery of support to exceed internal client needs 
•    Provide feedback to influence the continuous improvement of HR services and processes
Department Management
•    Provide HR support for Project Management Teams (DOR, HR Business Plans, Mid-Year Reviews, etc.)
•    Support HR team development, training, and exposure to front-line operations
•    Drive HR budget planning, cost analysis and reporting for Project related operations

Supervisory Responsibility
This position has direct supervisory responsibilities, for two individuals on site, and does serve as a coordinator/ point of contact for COE services including: Compensation, Craft Management, Employee Relations, Employee Services, Experienced Recruiting, Field Services, HR Research & Analytics, Leave Administration, Mobility Services, Talent Development, and University Recruiting. 
 
Required Education and Experience
This position requires an experienced HR expert who can strike a balance between systems thinking, HR program execution and process innovation.  Must have relevant Construction experience for large commercial/industrial projects.
•    Minimum of 8 to 10 years' experience resolving complex human resource/ employee relations issues.  
•    Working knowledge of multiple human resource disciplines, including compensation practices,organizational diagnosis, employee and union relations, diversity, performance management, and federal and state respective employment laws. 
•    Bachelor’s degree in Human Resources, Business Administration, or related discipline.
•    Ability to communicate and influence individuals and groups to gain buy-in and acceptance of new ideas and approaches
•    Proven ability to take initiative and build strong and productive personal relationships
•    Sound business acumen and analytical skills
•    Ability to travel overnight throughout the US and up to 30% of the time
