Position Overview

Kiewit is seeking an experienced Winnipeg-based Indigenous Relations Liaison to lead Indigenous and public/community relations for the construction of the North End Sewage Treatment Plant (NEWPCC) Upgrade project. This role leads Indigenous engagement and participation, while also supporting public/community relations with internal functional support. As a relatonship builder, you partner with First Nations, Métis and Inuit communities and organizations to support meaningful project participation through employment, training and contracting opportunities.

Location

This position will be based in our Winnipeg, MB office on a full-time basis. Frequent travel to communities across Manitoba is required. #LI-RP1 

Responsibilities

Indigenous Relations

  • Build and maintain trusted relationships with Indigenous communities, leadership, economic development corporations and service organizations connected to the project.
  • Lead Indigenous engagement activities, including meetings, information sessions and ongoing communication with community representatives.
  • Develop and implement Indigenous participation strategies for employment, training, apprenticeships, subcontracting and procurement opportunities.
  • Track and report Indigenous participation commitments to support contractual and client requirements.
  • Partner with recruitment, project management and craft leadership to attract, onboard, support and retain Indigenous workers.
  • Advise project leadership on Indigenous relations risks, sensitivities and opportunities.
  • Serve as the primary project contact for Indigenous community questions and concerns.
  • Support cultural awareness and learning initiatives for project employees and craft workers.

Public and Community Relations

  • Manage day-to-day relationships with local stakeholders, community members and organizations.
  • Respond to public and stakeholder inquiries in coordination with project leadership.
  • Coordinate project notices, updates and communication materials aligned with client and Kiewit standards.
  • Represent the project at community events, open houses and stakeholder forums.
  • Identify emerging community issues and support response planning.

Qualifications

  • Experience in Indigenous relations, community engagement, Indigenous employment or participation programs, ideally within construction, infrastructure, utilities or resource development.
  • Knowledge of Indigenous communities, organizations and economic development partners in Manitoba.
  • Experience developing participation initiatives related to employment, training, apprenticeships or contracting.
  • Experience in public/community relations, stakeholder communication or issue management.
  • Ability to build respectful, credible relationships with community leadership, project teams, unions and external stakeholders.
  • Strong interpersonal, facilitation and written communication skills.
  • Sound judgment and discretion when managing sensitive or high-profile matters.
  • Ability to coordinate across multiple internal and external groups.
  • Post-secondary education in Indigenous studies, Indigenous relations, community development, human resources, communications, business or a related field, or equivalent experience.
  • Based in Winnipeg or willing to relocate, with ability to work on-site and travel locally.
