Position Overview
At Kiewit, HR Business Partners are embedded in the business, partnering directly with operational leaders to shape workforce strategy and drive results. As the HRBP for our U.S. Virgin Islands Program, you will serve as the senior HR leader supporting a multi-year, progressive design-build infrastructure program in a remote island environment.
This role combines strategic partnership, employee relations leadership, mobility governance, and territory compliance coordination. You will work closely with Project Leadership, Business Management, Craft Services, District HR, and Corporate Shared Services to ensure workforce planning, policy execution, and compliance standards are consistently applied.

Responsibilities
Strategic HR Leadership & Business Partnership
• Partner with Project and District leadership to align people strategies with operational and financial goals.
• Serve as a trusted advisor to the Project Director and senior leadership team.
• Lead workforce planning discussions, including ramp-up, rotations, demobilization, and succession.
• Support organizational design decisions in a dynamic project environment.
• Act as a change agent to reinforce performance, accountability, and culture in a remote operating setting.
Workforce Planning & Talent Strategy
• Lead succession planning and bench-strength development across staff roles.
• Partner with Craft Services and Labor Relations on workforce planning and craft considerations.
• Strengthen performance management, coaching, and leadership development practices.
• Leverage onboarding, engagement, and exit data to identify workforce trends and recommend improvements.
• Ensure continuity planning in a rotational and assignment-based environment.
Employee Relations & Investigations
• Lead complex employee relations matters for staff and support coordination for craft issues.
• Conduct investigations in accordance with Kiewit standards and applicable U.S. Virgin Islands requirements.
• Provide risk-based recommendations to Project Leadership.
• Serve as the primary escalation point for on-island HR concerns.
Mobility & Assignment Governance (USVI-Specific)
• Guide mobility structures, including relocation, per diem, and assignment frameworks.
• Ensure consistent application of USVI assignment policies.
• Partner with Project Leadership to prevent ad-hoc travel or allowance decisions that create precedent risk.
• Coordinate with HR Shared Services and Payroll to ensure accurate administration of allowances.
• Escalate exceptions appropriately to District HR and Project Leadership.
Territory Compliance & Payroll Coordination
• Partner with Business Management/Payroll teams to support compliance with:
o USVI payroll/benefits reporting requirements (e.g., W-2VI, 941VI)
o IRS or bona fide residency considerations
o Davis-Bacon exposure where applicable
• Ensure HR programs are executed in alignment with both corporate standards and territory requirements.
• Identify potential compliance risks early and escalate appropriately.
HR Program Delivery & Operations
• Oversee onboarding, performance management, employee engagement, and career development processes.
• Coordinate with HR Shared Services to ensure consistent and accurate HR execution.
• Support leadership planning processes, including DORs, business plans, and project reviews.
• Provide data-driven insights to inform workforce strategy and retention planning.
Qualifications
• 8+ years of progressive HR experience (5+ years minimum considered).
• Experience supporting large, operational or project-based environments preferred.
• Strong business acumen and ability to influence senior leaders.
• Demonstrated employee relations and investigation experience.
• Analytical mindset with comfort leveraging workforce data.
• Adaptability and resilience in dynamic or remote environments.
• Willingness to reside in or relocate to St. Croix.
• (Preferred) SHRM-SCP/SPHR certification.
• (Preferred) Experience in construction, engineering, infrastructure, or project-based industries.
