Position Overview
Project Quality Managers at Kiewit lead the quality assurance and control program on key infrastructure projects we build across North America. Our team is building the Louisiana International Terminal (LIT) project at the Port of New Orleans—a transformative $1.8 billion infrastructure initiative.
The successful candidate will be responsible for developing, implementing, and managing a site-specific quality plan to ensure compliance with all contract documents, regulatory standards, and engineering best practices.
This role requires a Professional Engineer (PE) license in the State of Louisiana, or eligibility to transfer an existing license from another State.

Location
This position will start on the construction of the Port of New Orleans project. Relocation to the area will be required.

Responsibilities
- Lead the development and execution of the Project Quality Plan (PQP) in alignment with USACE and DOTD standards.
- Oversee quality control and assurance activities across all phases of construction, including site development, wharves, and ramps.
- Ensure compliance with all applicable codes, specifications, and contract requirements.
- Conduct regular inspections, audits, and reviews of construction activities and documentation.
- Collaborate with project managers, engineers, subcontractors, and suppliers to resolve quality issues and implement corrective actions.
- Maintain detailed records of inspections, test results, non-conformance reports, and corrective actions.
- Serve as the liaison with third-party inspectors, regulatory agencies, and client representatives.
- Mentor and train project staff on quality procedures and continuous improvement practices.
- Promote a culture of “doing it right the first time” across all project teams.
Qualifications
- Licensed Professional Engineer (PE) in Louisiana – active and in good standing.
- Minimum 10 years of experience in construction quality management, preferably on large-scale civil infrastructure projects.
- Strong knowledge of USACE standards, DOTD inspection protocols, and NEPA compliance.
- Proven leadership in managing quality programs for complex construction projects.
- Excellent communication, documentation, and problem-solving skills.
- Proficiency in quality management systems and software tools.
- Experience with dam embankment, marine terminal, or heavy civil construction projects.
- Familiarity with federal permitting processes and environmental review procedures.
- Prior work with similar large-scale infrastructure contractors.
