Position Overview
Under the direction of the assigned Operations Quality Manager (OQM), the Project Quality Manager (PQM) is responsible for effective implementation and execution of Quality Assurance and Quality Control on their assigned project(s). He/she will manage both direct and indirect reports to achieve quality success on the project. To this end, the PQM will develop strong working relationships with various members of the project team and lend support and guidance.

Across North America, our experience spans all transmission and distribution market aspects from high-voltage overhead and underground transmission to distribution design, automation design and construction capabilities. With these broad capabilities, we operate in the electric utility, renewable energy, industrial, and oil and gas markets.
Location
This position is project based. Candidates will be expected to be on site for 2-4 weeks at a time. Only candidates that are willing to work on-site at any of the listed locations will be considered.
Responsibilities
General

• Support project disciplines in all aspects of Quality Assurance and Quality Control.
• Ensure the timely and effective resolution of Quality Issues, NCRs, Audit Findings and Corrective Actions
• Monitor project team engagement and performance metrics.
• Seek-out process improvement opportunities and take action to see them implemented.
• Identify trends that indicate project level quality threats. Develop and implement mitigation strategies to remove or reduce risks.
• Regularly attend project meetings e.g., Play of the Day (POD), Quality Kick-off, Project Kickoff, Tailboard Meeting, Foreman Meeting, Schedule Meetings, etc.
• Maintain a thorough knowledge and understanding of the KPD District Quality Plan (DQP) and associated Quality Standards.
• Possess a basic understanding of the field work associated with each of the project disciplines e.g., transmission, electrical, civil, concrete, structural steel, etc.
• Oversee quality-related subcontracts including NDE, soils & concrete testing, authorized inspectors, etc.
• Promote a quality-focused mindset at Mass Meetings and in front of the Staff during the morning POD and weekly schedule meetings.
• Assume other responsibilities as assigned.
Quality Assurance
• Support and execute Quality Assurance according to the DQP.
• Support the project Leadership Team with the proper development of the Project Quality Execution Plan (PQEP) and the client-facing Project Quality Plan (PQP), when required.
• Maintain expert-level knowledge of the DQP and approved Project Quality Execution Plan (PQEP). Ensure its effective implementation on the project.
• Support the project team with the on-time, thorough development of all required Quality Planning documents according to the approved PQEP.
• Verify the project team has adequately reviewed the Contract Documents and applicable codes and industry standards.
• Participate in project Readiness Reviews and Monthly Operations Reviews (MOR).
• Coordinate and participate in Quality Audits according to the Project Quality Assurance Audit Schedule. Enter all Findings in InEight Completions. Initiate Corrective Actions, as required.
• Screen and close-out Corrective Actions in InEight in a timely manner.
• Conduct Quality site walks with the client
Quality Control
• Support and execute Quality Control according to the DQP.
• Monitor and report Quality issues to the OQM.
• Verify all operations have a written Work Execution Plan and associated Work Packs.
• Assist in performing QC inspections of Risk Level 3 work activities, as required.
• Screen and close-out Quality Issues / Nonconformance Reports (NCR) in InEight in a timely manner.
• Assist with Cause Analysis investigations.
• Review 3rd party test reports for acceptance.
• Oversee Code compliance of the work.
• Verify Calibration Logs are up to date.
• Verify the proper execution of the Turnover Plan.
• Ensure adequate Quality monitoring of subcontractors and vendors on the project.

Qualifications
EDUCATION
• BS degree in engineering e.g., mechanical, electrical, welding, civil or construction management is preferred or 5-years Construction Operations or Quality Management experience.
SKILLS & EXPERIENCE
Preferred
• A minimum of 2 years’ experience as a construction Quality Control Manager
• Experience developing and implementing construction quality management programs in the Heavy Industrial, Power, OGC or Water markets.
• Professional certifications such as Certified Quality Inspector, Certified Quality Engineer, Certified Quality Auditor.
• Working knowledge of construction industry codes, standards, and jurisdictional requirements (ACI, AWS, ASTM, ASME, NEC, etc.)
• Experience with database and spreadsheet management, utilization, and implementation.
Required
• Excellent written and verbal communication skills. This role includes a significant documentation and reporting requirement.
• Competent in the Microsoft Office Suite of software. Ability to adapt to job-related software.
• Experience developing and reviewing quality plans, inspection and test plans, audit plans, and other management documents required to execute and evaluate work.
• Demonstrated success in managing support staff – directly or indirectly.
• Ability to lead through collaboration and influence.
• Excellent written and verbal communication skills.
• Competent in the Microsoft Office Suite of software. Ability to adapt to job-related software.
• Ability to identify requirements associated with construction plans and specifications.
• Demonstrated ability to train others and monitor their work for quality and completeness.
