Position Overview
The Area Quality Operations Manager is responsible for developing, implementing, and managing quality-related activities for assigned KNS projects. This role involves overseeing and continuously improving Project Quality Teams in implementation of Project Quality Plans (PQP) and other quality-related functions to ensure full compliance with contract documents. The Area Quality Operations Manager is an integral member of the KNS management team and must work with minimal supervision, while interacting professionally with district, project, and client personnel. The Area Quality Operations Manager needs to have a proactive approach and focus to quality that supports the project’s success without compromising contractual or regulatory requirements.

This position is preferably based out of Oak RIdge, TN.
Responsibilities
- Talent Acquisition and Personnel Management:
- Staff, mentor, train, and overseer of project quality staff.
- Conduct routine performance reviews and support professional development.
- Lead and mentor junior craft and staff on inspection processes to ensure the work is being built to specifications and reinforce the correct behaviors.
- Monitor and reinforce Nuclear Safety Culture for all project staff
- Monitor upcoming changes in work scope and ensure project is appropriately planning for the change and has developed the appropriate tools (work plans, ITP, lessons learned, tool box talks) to mitigate any identified issues.
- Project Kickoff/Setup:
- Perform quality kickoffs and proactive assessments that help identify best practices, observations, opportunities, vulnerabilities, and recommend corrective actions.

- Inspection and Test Plan (ITP) Development
- Continuous Improvement:
- Promote continuous improvement and a mindset that quality is everyone’s responsibility.
- Attend scheduling meetings, and develop strategies to address identified gaps in quality operational performance.
- Champion and/or perform causal analysis investigations on project-related issues.
- Coordinate quality audits and assessments, document issues, and implement effective corrective actions.
- Analyze project performance metrics to identify trends, potential risks, and develop mitigation strategies.
- Travel to Project Sites:
- Reside at a regional office or project location
- Travel to project sites as needed (up to 50% travel) to perform oversight and ensure quality processes are effectively executed and mentor project staff.
- Client Interactions:
- Maintain a positive, collaborative relationship with client and project teams.
- Understand client requirements and expectations for assigned projects.
- Routinely speak and present at meetings to promote quality goals, objectives and improve the overall culture on projects.
- Quality Assurance and Management:
- Participate in MOR/DOR monthly meetings.
- Ensure the effective development and implementation of specific ITPs and Project Quality Plans.
- Oversee issues management, nonconformance reporting, subcontractor oversight, internal assessments/audits, causal analysis, commercial grade dedication, inspections, procurement oversight, and commissioning and turnover for assigned projects.
- Interpret quality standards and regulatory requirements and define consistent implementation strategies.
- Provide recommendations to Operations Leadership on areas for improvement.

Qualifications
- 5-10 years of on-project, construction field experience required.
- +5 years of quality control and/or assurance experience in a construction environment.
- Experience and/or ability to manage a team of up to 20 quality professionals
- Excellent written and verbal communication and conflict resolution skills with experience in communicating with client teams, craft personnel, and corporate management.
- Ability to manage a diversified workload and handle challenging situations effectively.
- Strong understanding of Nuclear Quality Assurance principles in a construction environment.
- Experience with commercial grade dedication process highly desirable.
- ASQ Certified Manager of Quality / Organizational Excellence (CMQ/OE) or similar certification is recommended.
- Ability to freely access all points of a construction site in wide-ranging climates and environments.
- Must be able to work independently and with minimal supervision.
- Relocate to either Regional Office or Project location.
- Ability to travel at least 50% of the time.
Education:
- A four-year degree, preferred in engineering, science, or technical college degree plus five (5) years of nuclear quality experience in a Department of Energy (DOE) or Nuclear Regulatory Commission (NRC) environment. Or
- An associate degree in engineering technology or science plus ten (10) years of experience in a related construction and/or engineering field with at least five (5) of these years in a Nuclear Quality position or;
- A high school graduate or equivalent (GED) plus fifteen (15) years of experience in a related construction field and/or engineering with at least ten (10) of these years in a Nuclear Quality position.
- A thorough knowledge, understanding, and experience implementing Nuclear Quality Management Systems (QMS), the Nuclear market, and the EPC contractual model (typical scopes, schedules, and contractual requirements) in order to ensure processes are develop, implement, and continuously improved upon.
- A broad working knowledge of the trades, disciplines, associated special processes, inspection, and testing techniques. Nuclear construction codes, standards, and jurisdictional requirements (ACI, AWS, ASME, ASTM, EPRI, IBC, NRC, DOE , etc.) associated with the Nuclear market
