Position Overview

As a vital member of the Compliance team, your role is essential to ensuring that our contractors adhere to Federal and State compliance standards. You will be responsible for verifying that construction projects and subcontractors alike comply with labor laws—including prevailing wages, apprenticeships, and certified payroll, auditing contractor records in LCP Tracker, resolving any discrepancies, and collaborating with relevant agencies. This position serves as a conduit among management, contractors, and government authorities to prevent violations and uphold legal standards. Additionally, you will serve as the subject matter expert on AB5 and trucking oversight, auditing invoices against trucking tickets, certified payrolls, and ensuring craft accuracy. Your responsibilities will include managing and controlling all related compliance documentation, ensuring its completeness and accuracy prior to issuing payments.

District Overview

Kiewit’s Southern California District stands as one of our premier infrastructure districts, focusing on heavy civil projects that encompass earth-moving, water and wastewater, transportation, roadways, and power initiatives. A significant portion of our work is concentrated in the Southern California region, with select projects extending to Hawaii and Northern California.

Location

This position is located in our Santa Fe Springs office, soon relocating to Costa Mesa, CA. This position is 100% on site.

Responsibilities

-    Ensure adherence to project and contract requirements, as well as compliance with Kiewit policies and Federal and State laws.  
-    Organize, coordinate, and participate in meetings as necessary to address compliance issues.  
-    Responsible for reviewing and verifying certified payrolls, fringe benefits, and training records for compliance with applicable local, state, and federal regulations (e.g., Davis-Bacon Act, California Labor Code).
-    Monitor and track contractor documentation throughout the project's lifecycle.  
-    Assess contractors' knowledge, technical understanding, and capabilities and provide necessary training.  
-    Adhere to departmental Best Practices, ensuring compliance with established procedures and work instructions.  
-    Assist contractors with compliance queries, provide wage information, resolve discrepancies in documentation.
-    Manage discrepancy notices from owners compliance team and prepare emails to subcontractors and their tiers.
-    Stay informed about evolving labor laws and regulations.

Qualifications

-    Over 5 years of experience in compliance within the construction industry.
-    Proficient with software, including LCP Tracker, OCPS, DIR Website, SharePoint, and Microsoft applications, with advanced expertise in Excel. 
-    Knowledgeable in public works contracting, prevailing wage laws, and labor regulations.
-    In-depth knowledge of AB5, Trucking Monitoring, and Auditing practices.
-    4 year degree in related field preferred
-    Skilled in utilizing various tools and methodologies to collect and analyze data, effectively identifying and resolving compliance issues.
-    Excellent verbal and written communication skills.

Base Compensation: 75,000 - 115,000

(Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location)
