Position Overview
A District Engineering Quality Manager is responsible for overseeing and leading the implementation and management of the Quality Management System (QMS) at the district level, coordinating with District Management and Executive leadership. This role requires strategic vision and a broader perspective to ensure compliance with company standards, procedures, contractual requirements, and industry regulations across multiple markets. Responsibilities include planning and performing quality audits and assessments, providing expert consultation to project teams, identifying opportunities for improvement, and promoting a culture of quality and continuous improvement throughout the organization. This position encompasses multiple roles, with significant responsibility and expertise in managing complex organizations, collaborating across the company, and contributing to strategic business objectives.

Location
This position is based out of our Energy Corridor Office in Houston, TX.
Responsibilities
- Oversee and lead the implementation of the Quality Management System (QMS) across the district, ensuring alignment with ISO 9000/9001, company standards, and industry regulations.
- Develop and maintain District Quality Plans, addressing compliance gaps, and driving adoption of QMS practices throughout the district.
- Provide strategic direction for quality management initiatives, demonstrating expertise in quality systems at a district level.
- Plan, coordinate, and conduct district-wide quality audits and assessments, leading teams of auditors across multiple projects.
- Analyze audit findings to identify systemic non-conformance trends, implement district-level corrective actions, and foster a culture of continuous improvement.
- Build, manage, and mentor district quality teams, recruiting and developing talent into effective units.
- Lead and oversee staff across multiple projects, setting clear expectations, providing feedback, and ensuring accountability.
- Provide training and mentorship on quality systems and procedures at the district level, aligning with competencies at levels 3 and 4 for Senior Quality Managers.
- Ensure proactive risk identification and mitigation across all district projects, developing effective risk strategies.
- Promptly escalate concerns to district leadership and executive management when needed, providing guidance on complex risk scenarios.
- Align district quality initiatives with business objectives, driving strategic improvements, and contributing significantly to organizational goals.
- Demonstrate strategic thinking with a clear, compelling vision for the future of quality management within the district.
- Oversee district-level documentation and reporting processes, ensuring accuracy and compliance with corporate requirements.
- Analyze district-wide data to identify trends, drive improvements, and report findings to corporate leadership.
- Engage with clients, regulatory agencies, and external partners at the district level, representing the company on quality matters.
- Build and maintain strong relationships to facilitate cooperation and achieve district quality objectives.
- Communicate persuasively and effectively across all organizational levels, including executive leadership.
- Collaborate with cross-functional teams to implement quality initiatives and promote a culture of continuous improvement throughout the district.
- Anticipate and mediate conflicts at the district level, working to find common ground and resolve high-risk issues efficiently.
- Facilitate conflict resolution between projects and stakeholders, aligning with level 4 competencies in conflict management.
- Exhibit strong problem-solving skills, addressing complex district-wide issues, and leading innovative solutions.
- Provide expert guidance on critical quality matters, reflecting level 4 proficiency in attention to detail and problem-solving.
- Demonstrate exceptional organizational abilities, managing multiple projects and priorities at the district level.
- Efficiently handle complex workloads and ensure timely completion of district quality activities.
- Maintain relevant certifications and encourage professional growth within the district quality team.
- Advise on the application of industry standards and codes, staying abreast of developments in quality management.
Qualifications
- Bachelor's degree in Engineering, Science, or a related technical field.
- Minimum 10+ years of project engineering experience.
- Strong engineering or technical background related to assigned responsibilities.
- Ability to plan, organize, and implement quality assurance processes that align with the company's QMS.
- Proven leadership and team development skills.
- Strong communication skills, both written and verbal.
- Strong attention to detail and problem-solving abilities.
- Excellent organizational and time management skills.
- Understanding of ISO Standards and the Quality Management System (QMS).
- Ability to manage budgets, utilization, and staffing effectively.
- Strategic thinking and initiative to drive improvements and align with business objectives.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
- Experience with quality management software and database applications.
- Familiarity with data analysis tools and technologies supporting quality functions.
- Relevant quality certifications preferred (e.g., ASQ Certified Quality Auditor, ASQ Certified Quality Manager).
- Ability to travel to project sites or offices as needed
- Commitment to safety and adherence to all company policies.
- While performing the duties of this job, the employee may be required to stand, walk, or sit for extended periods.
- Strong understanding of and commitment to implementing ISO Standards.
