Position Overview
The TSCD Manager is responsible for the planning, engineering, procurement, implementation, and oversight of all Temporary Structures and Construction Devices (TSCD) required to support project execution. This role ensures that temporary engineered systems are designed, installed, maintained, and removed safely, efficiently, and in accordance with project requirements, applicable codes, and company standards.
The TSCD Manager provides leadership and technical expertise for temporary works including access systems, lifting and rigging devices, scaffolding, work platforms, falsework, formwork, temporary foundations, shoring systems, crane support structures, weather protection systems, and other construction support structures necessary for successful project execution. The position works closely with engineering, construction, safety, procurement, subcontractors, and project management teams to ensure temporary work is delivered safely, on schedule, and within budget.

Location
The position is based out of Homer City, PA and requires you to be onsite.
Responsibilities
- Lead the TSCD program throughout the project lifecycle from conceptual planning through final removal and demobilization.
- Develop and implement project-specific TSCD strategies, procedures, and execution plans.
- Manage TSCD engineers, coordinators, designers, field supervision, and subcontractors.
- Review and approve engineering designs for temporary structures and construction devices.
- Ensure temporary works are designed in accordance with regulatory requirements, industry standards, and project specifications.
- Coordinate temporary works requirements with construction sequencing and schedule milestones.
- Ensure appropriate planning for erection, inspection, maintenance, modification, and removal activities.
- Monitor implementation to ensure compliance with approved designs and installation procedures.
- Champion a strong safety culture and ensure compliance with all company, client, and regulatory requirements.
- Lead incident investigations involving temporary structures or construction devices and implement corrective actions.
- Establish quality control requirements for fabrication, installation, and inspection of temporary works.
Qualifications
- Bachelor's degree in Civil Engineering, Structural Engineering, Construction Engineering, Construction Management, or related field.
- 10+ years of construction, engineering, or temporary works experience on large industrial, infrastructure, power, energy, or EPC projects.
- Demonstrated experience managing temporary structures and construction support systems.
- Strong understanding of structural design principles, load calculations, and construction methodologies.
- Experience evaluating construction risks and developing mitigation strategies.
- Knowledge of OSHA regulations, industry standards, and temporary works best practices.
- Strong leadership, communication, and stakeholder management skills.
- Ability to work effectively with engineering, construction, and project management teams.
