Position Overview
The Quality Engineer is responsible for the preparation, compilation, and first-line review of all construction submittals before formal review by the Contractor Quality Control (CQC) Manager. This role ensures that all submittals meet project specifications, regulatory requirements, and agency standards, with a particular focus on compliance with the U.S. Army Corps of Engineers (USACE)

Responsibilities
- Prepare and compile technical submittals in accordance with contract specifications and agency guidelines.
- Conduct initial quality and compliance reviews of all submittals prior to CQC Manager evaluation.
- Ensure timely and accurate submission of documents to support project schedules.
- Maintain detailed records of submittal status, revisions, and approvals.
- Coordinate with project engineers, subcontractors, and document control teams to gather required information.
- Monitor and enforce compliance with USACE and SFWMD submittal procedures.
- Support audits and inspections by providing documentation and compliance evidence.
- Collaborate with the CQC Manager and project team to resolve submittal-related issues.
Qualifications
- Minimum of 15 years of total experience in construction, with at least 10 years specializing in submittal preparation.
- At least 5 years of experience in civil works construction projects within the last 10 years.
- Experience on at least two completed USACE-administered civil works projects.
- Strong understanding of construction specifications, submittal processes, and regulatory compliance.
- Proficiency in document management systems and Microsoft Office Suite.
- Excellent organizational, communication, and analytical skills.
- Must not serve concurrently as the CQC Manager.
Preferred Qualifications:
- Experience with USACE/SFWMD project submittals/documentation standards.
- Familiarity with RMS/QCS systems used by USACE.
- Technical background in civil engineering or construction management.
