Position Overview
Under the direction of the Project Quality Manager (PQM) and/or Regional Quality Manager (RQM), the Project Quality Engineer (PQE) is responsible for executing Quality Assurance (QA) and Quality Control (QC) activities on an active construction project site. This role supports both administrative and field operations to ensure compliance with project specifications, drawings, and quality standards. Key responsibilities include developing inspection and test plans, performing quality inspections, managing digital quality systems of record, and maintaining accurate documentation.
The PQE works closely with project supervisors and craft teams to establish clear communication and foster a collaborative approach to quality management. Success in this role requires strong organizational skills, attention to detail, and the ability to adapt to dynamic project conditions. The PQE is expected to be a proactive, self-driven professional committed to owning their area of responsibility and contributing to overall project success.

Responsibilities
General
• Adhere to all job-related and corporate policies and procedures.
• Maintain a positive, professional attitude and interact respectfully with all team members.
• Support assigned project teams in all aspects of Quality Assurance (QA), Quality Control (QC), and resolution of Quality Issues/Nonconformance Reports (NCRs).
• Identify process improvement opportunities and present recommendations to the Project Quality Manager for implementation.
• Build and maintain strong, collaborative relationships with project teams, partners, and clients.
• Maintain thorough knowledge of the Project Quality Plan and working understanding of the 1Kiewit Quality Management System (QMS), KPD Quality Management Plan, and associated Quality Standards.
• Possess a basic understanding of field work across major KPD disciplines (transmission, electrical, civil, concrete, structural steel, etc.) to effectively perform Operations Quality Audits.
• Perform additional responsibilities as assigned.
Administration
• Attend all required project meetings (e.g., Play of the Day (POD), Quality Kick-off, Project Kickoff, Tailboard, Foreman, Schedule Meetings).
• Manage the digital system of record and all related platforms used to document or evaluate work performance.
• Assist in preparation of purchase orders and subcontracts; perform solicitations and purchasing as requested.
• Review discipline-specific procedures and processes for accuracy and compliance.
• Research and respond to technical inquiries; assist in interpreting construction codes and standards.
• Support interpretation of drawings and specifications for field crews and craft supervision.
• Assist in preparing work plans, work packages, and Job Hazard Analyses (JHAs).
• Compile, process, and confirm daily labor timesheets.
• Assist with Cause Analysis investigations as requested.
• Manage all calibrated equipment to ensure compliance with project requirements.
Data Management & Reporting
• Maintain project quality recordkeeping and correspondence, including daily reports, photographs, RFIs, submittals, trackers, inspection reports, logs, and memorandums.
• Enter Quality Issues and NCRs into InEight promptly and accurately.
• Participate in client interviews and site walks to establish and maintain the project punch list.
• Execute the Project Document Control and Project Turnover Plan.
• Assist engineers in gathering and preparing data for submission to customers, vendors, subcontractors, agencies, and internal stakeholders.
• Manage receipt and storage of all third-party test reports.
• Maintain the project Lessons Learned database and contribute to development of new materials
Quality Control
• Monitor and report quality issues to the Project Quality Manager.
• Perform assigned quality control inspections in accordance with training and qualifications.
• Conduct quantity calculations by measuring and determining percentage of completed/installed materials and work.
Qualifications
Education:
• BS degree in construction related field of engineering or equivalent experience and education.
Skills & experience
Required
• Proficient in Microsoft Office Suite with the ability to quickly adapt to project-specific software.
• Excellent written and verbal communication skills.
• Effective time management skills with the ability to prioritize tasks.
• Highly detail-oriented and organized.
• Experience in managing, utilizing, and implementing databases and spreadsheets
Preferred
• Prior experience in quality roles on construction projects.
• Advanced experience with database and spreadsheet management, including Power BI.
• Working knowledge of construction industry codes, standards, and jurisdictional requirements (e.g., ACI, AWS, ASTM, ASME, NEC).
• Experience developing and reviewing quality plans, inspection and test plans, audit plans, and other management documents required for project execution and evaluation.
• Ability to lead through collaboration and influence.
• Skilled in identifying requirements within construction plans and specifications.
• Demonstrated ability to train team members and monitor their work for quality and completeness.

Working Conditions
Work / Physical requirements
• While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights up to 20 lbs. The position requires good hand-eye coordination; arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read. The employee is frequently required to sit, reach with hands and arms, talk and hear. Ability to work up to a 12-hour shift in varying temperature extremes and other outside conditions while conducting as required
