Position Overview

This is a district, home office or field position. The Senior Quality Manager is a member of the project or district management team able to take the leadership role in managing district or project quality with minimal corporate supervision.  He/she provides primary technical support to all district and project personnel.  He/she manages the development and implementation of the Project Quality Plan aligned with corporate quality standards and implements processes to prevent quality issues. This position requires the incumbent to develop thorough knowledge of the project scope and schedule as they apply to quality assurance and quality control. The Senior Quality Manager may be involved in supporting multiple projects and/or districts. 

District Overview

TIC Marine and Heavy Civil self-performs marine projects with company-owned equipment for both the public and private sector, historically focusing on the southeast coast. Our construction operations are supported by our in-house equipment department, fabrication facility and machine shop to streamline projects for our owners. Using our own equipment and fabrication facility allow us to maintain control over critical scopes, ensuring that the project stays on schedule. Past heavy-civil experiences include cast in place concrete, steel, box beam, flat slab, railroad trestle and arch bridges, bridge widening, bascule and swing bridges, box culverts, storm drainage, erosion control, dike and levee construction, concrete paving, tunnels and sound barriers. Our Marine experience includes lock and dam repairs, docks, demolition, Navy wharfs, water intake structures, steel, concrete, composite and timber piling, fender systems, dolphins, piers, dredging, marinas and LNG facilities

Responsibilities

•    Promote and maintain effective communications and relations with district management, project management teams, authorized inspectors and engineer or client as required.
•    Recruit, hire, train, mentor and supervise district and project quality control personnel (including quality inspectors, and quality managers)
•    Coordinate quality control staffing needs on projects and assign qualified personnel. Work with other districts as needed to share resources.
•    Assist project teams in setting up the quality department and preparing for project kick-off and pre-job planning meetings. Assist in identifying the proper Inspection and Test Plans (ITP’s), checklists, and other documentation for the project.
•    Update the American Society of Mechanical Engineers (ASME) Quality Control Manual at least annually as required by code revisions, lessons learned, best practices, corporate initiatives, or changes in the work practices in the field.
•    Support project teams in the development and implementation of project quality plans and supplemental procedures as needed.
•    Facilitate resolution of issues by working with Project Quality Managers and Project Managers.
•    Monitor and report district quality incident and welding metrics.
•    Oversee code compliance for work which falls under the ASME Quality Control Manual.
•    Liaison between authorized inspection agency and jurisdictional authorities. Assist in acquiring authorized inspection services to the projects.
•    Research and answer technical questions; assist in the interpretation of construction codes and standards.
•    Assist the District Welding Engineer to support the district welder continuity, CommonArc, Welder Performance Qualification records, and Welding Procedure Specifications programs.
•    Ensure that all project Quality Records (including ASME paperwork) is completed and submitted properly.

Qualifications

•    Ability to travel and relocate as needed 
•    Bachelor’s or Master’s degree in mechanical, electrical, welding, civil engineering or construction management/engineering is preferred
•    At least ten years’ experience developing and implementing construction quality management programs in the LNG or Power industry
•    Certifications from AWS, CWB, API, ACI, ICBO, ASNT, NACE, etc. are advantageous.
•    Exceptional math, computer, verbal and written communication skills; proficient with Microsoft Office Suite
•    Effective organizational and time management skills
•    Effective analytical and problem solving skills
•    Ability to work independently or as part of a team
•    Ability to freely access all points of a construction site in wide-ranging climates and environments
