Position Overview

The Project Controls Manager is responsible for planning, developing, and managing all project controls functions for complex power construction projects. This role oversees cost control, scheduling, forecasting, progress measurement, and reporting to ensure projects are delivered on time, within budget, and in accordance with contractual and regulatory requirements. The Project Controls Manager works closely with project management, engineering, procurement, and construction teams to provide accurate data, risk insight, and performance analysis to support informed decision‑making throughout the project lifecycle.

Responsibilities

  • Develop, baseline, and maintain integrated project schedules using industry‑standard scheduling software.
  • Establish schedule logic, critical path analysis, and progress measurement methodologies.
  • Monitor schedule performance, identify variances, and recommend corrective actions.
  • Establish project budgets, cost control structures, and work breakdown structures (WBS).
  • Track project costs, commitments, and accruals; ensure alignment with approved budgets.
  • Prepare cost forecasts, cash flow projections, and variance analyses.
  • Support change management by evaluating cost and schedule impacts of changes and claims.
  • Implement systems to measure physical progress across engineering, procurement, and construction.
  • Prepare and present regular project performance reports for internal leadership and external stakeholders.
  • Develop KPIs and dashboards to monitor cost, schedule, productivity, and risk.
  • Support project risk identification, quantitative risk analysis, and mitigation planning.
  • Track project risks and opportunities and integrate them into cost and schedule forecasts.
  • Assist in managing change orders, claims, and time impact analyses.
  • Establish and maintain project controls procedures, standards, and best practices.
  • Ensure compliance with contract requirements, client reporting standards, and company policies.
  • Support audits and reviews related to cost, schedule, and controls processes.
  • Lead and mentor project controls staff, including schedulers and cost engineers.
  • Collaborate with project managers, construction managers, and functional leads.
  • Provide controls expertise and guidance throughout project execution.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Finance, or a related field.
  • 8–12+ years of experience in project controls within power generation, utilities, or heavy construction.
  • Strong proficiency with scheduling and cost control tools (e.g., Primavera P6, cost management systems).
  • Demonstrated experience managing large, complex construction projects.
  • Strong analytical, communication, and leadership skills.
