Position Overview
The Material Receiving Quality Engineer plays a critical role in ensuring that all materials, equipment, and components received for power construction projects meet strict quality, safety, and compliance standards. This position is responsible for verifying documentation, conducting inspections, coordinating with suppliers, and supporting project teams to prevent delays or quality issues related to material defects. The role requires strong technical knowledge of construction materials used in power generation, transmission, and distribution projects, along with a deep understanding of industry codes and quality control processes.
District Overview
TIC Power (TICP) is a subsidiary of Kiewit Corporation that provides direct-hire construction services for Power Generation utilizing a non-union craft force. Strength in estimating and pre-project planning. Constructing cogeneration, combined-cycle, geothermal and waste-to-energy generation and resource facilities. TIC Power builds major EPC power plant projects throughout North America.

Responsibilities
- Perform incoming inspections on materials, equipment, and components for power construction projects, ensuring they meet drawings, specifications, and purchase order requirements.
- Verify proper material identification, certifications, mill test reports (MTRs), material traceability, and compliance with applicable codes (ANSI, ASTM, IEEE, NEMA, etc.).
- Inspect electrical, mechanical, structural, and civil materials (e.g., transformers, switchgear, cable, steel, concrete components, piping, fasteners).
- Conduct dimensional checks, visual inspections, and documentation reviews to detect nonconformance.
- Ensure materials meet project quality plans, contract requirements, and regulatory standards.
- Maintain material receiving records and quality documentation for audits and project turnover packages.
- Identify, document, and manage nonconformance reports (NCRs) and ensure corrective actions are completed.
- Support the implementation of the project's Quality Management System (QMS).
- Communicate with suppliers regarding defective or noncompliant materials.
- Participate in vendor quality audits, factory acceptance tests (FAT), or pre-shipment inspections as needed.
- Work closely with procurement, logistics, and construction teams to resolve material issues quickly.
- Collaborate with engineering and construction teams to confirm material suitability and readiness for installation.
- Support inventory control personnel in maintaining accurate counts and traceability.
- Provide technical input to procurement and assist in reviewing supplier submittals.
- Ensure proper storage, handling, and preservation of critical materials to protect quality before installation.
- Maintain detailed records of inspections, test results, and certifications.
- Generate material receiving reports and quality status updates for project managers and engineers.
- Support the creation of quality turnover documentation (ITP packages, QA/QC binders, as-builts).
Qualifications
- 3–7+ years of quality engineering or material inspection experience in power construction, utilities, EPC projects, or heavy industrial environments.
- Experience with supply chain quality, material receiving processes, or construction quality control.
- Strong understanding of power industry materials (electrical equipment, structural steel, concrete, cable, piping, etc.).
- Familiarity with QA/QC processes, material traceability, and inspection test plans (ITPs).
- ASQ CQE, CQA, or equivalent quality certification.
- AWS CWI or API certifications (relevant for welding or structural inspection).
- OSHA 30 or similar safety-related certification.
- Bachelor’s degree in Engineering (Mechanical, Electrical, Industrial, Civil) or related technical field preferred.
- Strong attention to detail and commitment to accuracy.
- Excellent communication and collaboration skills.
- Ability to manage multiple priorities in a fast‑paced construction environment.
- Problem-solving mindset with the ability to address technical issues quickly.
