Position Overview
Kiewit is seeking a seasoned Operations Manager to lead complex marine and heavy civil construction projects within our TIC Marine & Heavy Civil District. Based in Jacksonville, FL, this role will oversee the planning, execution, and delivery of large-scale infrastructure projects including bridges, deep foundations, rail systems, and concrete structures. The ideal candidate brings extensive field leadership experience, a strong foundation in construction engineering, and a proven ability to manage multi-phase, high-value projects.
District Overview
TIC - The Industrial Company is a subsidiary of Kiewit Corporation. TIC Marine and Heavy Civil self-performs projects with company-owned equipment for public and private sectors. The markets we operate in include dock construction and repair, bridge construction, road construction, mechanical bridge rehabilitation and retrofitting, foundation pile, erosion control structures, drainage structures, shop fabrication, industrial maintenance and varied concrete work.

Responsibilities
- Lead operations for multiple concurrent heavy civil and marine construction projects, ensuring safety, quality, schedule, and budget goals are met.
- Oversee project superintendents and field teams, providing mentorship and strategic direction.
- Collaborate with estimating and scheduling teams to develop accurate project plans and forecasts.
- Manage client relationships and contract negotiations, ensuring alignment with project goals and company standards.
- Drive execution of deep foundation, pile driving, concrete placement, and bridge erection activities.
- Ensure compliance with environmental, safety, and regulatory standards.
- Support business development efforts and contribute to strategic planning for district growth.
- Coordinate with engineering and procurement teams to ensure timely delivery of materials and resources.
- Monitor project performance metrics and implement corrective actions as needed.
Qualifications
- A bachelor’s degree in Construction Management, Civil Engineering, or a related field is preferred, but not required.
- 10+ years of progressive experience in heavy civil construction, including bridge, rail, and marine infrastructure.
- Proven leadership in managing multi-million dollar projects (up to $2B), including DOT and private sector work.
- Expertise in pile driving, concrete placement, steel and concrete girder erection, and rail construction.
- Strong skills in project scheduling, estimating, and construction management.
- Excellent communication and team leadership abilities.
