Position Overview

We are adding a Project Manager - Supply Chain to oversee all Supply Chain Activities, including Logistics, Inspection and Materials Management for assigned projects in the oil and gas/petrochemical market, within initial support for Off-Shore EPC projects in the Louisianna and Texas/Gulf areas. In this role, you will provide leadership and matrixed management (no direct reports) for procurement of engineered equipment, subcontracts, professional services, commodities, permanent plant materials, and small tools and supplies.  (This is not a direct management role).  You will be a key member of the EPC project team for the procurement functions and lead assigned category buyers, and direct supply chain managers regularly interfacing with engineering management, estimating management and site management on the status of the procurement activities, and driving procurement completion for your assigned projects.  Duties also include but are not limited to: negotiating with equipment vendors, material vendors, subcontractors and service providers, while consulting with corporate attorneys and senior management when necessary.

Kiewit Supply Network group specializes in providing comprehensive procurement services to clients across the construction and engineering industries in multiple markets, including transportation; water/wastewater; power; oil, gas and chemical; building; and mining. This position is based out of our Energy Corridor office at Dairy Ashford Road in Houston, TX.  We do offer relocation assistance.  

Responsibilities

  • Oversees and plans all aspects of supply chain from pre-bid, through estimating to closeout.
  • Manages all supply chain disciplines on a project such as Material Control, Category Buying, Expediting, Supplier Quality Surveillance, Logistics and Material Management.
  • Monitors and oversees execution of the procurement buy-out. 
  • Negotiates commercial terms and conditions with equipment vendors, material vendors, professional service providers and subcontractors; consult with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.
  • Coordinates activities with Category Lead Buyers and plans manpower.
  • Mentors and trains supply chain staff to ensure policies and procedures are followed.
  • Locates and assists in the evaluation and qualification of vendors for materials and equipment, subcontractors, and professional service providers.  
  • Assists in the development and implementation of procurement and contract management instructions, policies and procedures. 
  • Provides feedback to assist in analyzing market and delivery systems to assess present and future material availability. 
  • Resolves vendor or contractor grievances and claims. 
  • Reviews purchase order or subcontractor claims and contracts for conformance to company policy. 
  • Communicates and enforces supply chain policies & procedures to project teams.
  • Responsible for projections, financial planning, expediting, delivery schedules and project supply chain reporting. 

 

Site-specific Responsibilities 

 

  • Implements and oversees project mobilization activities including office set-up, site general arrangement, etc. 
  • Oversees project support such as site security, recycling, temporary fencing, jobsite signage, dumpsters, trailer set up, etc. 
  • Works with the material management department to ensure proper material receiving and control. 

Qualifications

  • Proficient in Microsoft Office (Power Point, Word, Excel) with general knowledge of database utilization. SmartMaterials and/or SAP experience is a plus
  • Bachelor’s degree in construction management, business, engineering, supply chain management, or equivalent degree and/or a minimum of five years’ experience ih Project oriented Supply Chain role where you have responsibility for procurement.  
  • Must have experience as a Project Manager Supply Chain for EPC projects.  Experience as a Project Manager Supply Chain for Oil, Gas & Chemicals market with a proven track record of successfully executed projects in the Offshore space is required.
  • Willingness to go to a project for 6 months is required for this role, plus travel up to 20% when returning back to Houston office.  
  • Knowledge of equipment and materials common in Engineering, Procurement and Construction (EPC) projects for OGC projects.
  • Detail-oriented, flexible and highly motivated with a strong work ethic and professional demeanor.
  • Effective time management and organizational skills with excellent interpersonal, written and verbal communication skills
  • Ability to perform multiple tasks efficiently and accurately.
  • Team player with the ability to also work independently to meet fixed deadlines, goals and objectives.
  • Strong leadership and people management skills.
