Position Overview

The Craft Personnel Manager responsibilities include the overall management and supervision of the personnel department, partnering with Operations to ensure the timely placement, movement, development and retention of all craft personnel on project sites. Responsibilities will include the establishment and constant improvement of process and procedures associated with the procurement and placement of both Union and Non-Union craft labor (Craft Workforce Planning), and the enhancement of communications between Craft Employees, Front Line Supervisors, and Senior Management. The Craft Personnel Manager provides guidance to field management on all craft labor matters and operational support to management team in the areas of craft labor related policy development, implementation, interpretation, performance management, recruitment, compensation, and training and development programs.

Responsibilities

  • Oversees the daily operations of the department team members.
  • Merchant Mariner Credential assistance:
  • Craft mariner education assistance and administration.
  • Sea service letters
  • Mariner Records Retention
  • Crane Operator Certification Support
  • Prevailing Wage and Hour Guidance
  • Manages and coordinates Craft related personnel functions of the department including:
  • Craft Workforce Planning by assessing specific needs, engagement with recruiting assist employee selection, craft placement, and craft performance management.
  • Union Collective Bargaining Agreement lead for negotiations, administration, communications, and grievance processing.
  • Directs the processing and maintenance of craft employee records and personnel files.
  • Dredging Division liaison with HRBP
  • Division Ombudsman for Craft on case management

Qualifications

  • Bachelor’s degree in Labor Relations, Human Resources, Business Administration, or related field required. (Preferred, not required)
  • Five years of progressively responsible work experience in a Personnel, Labor Relations or Human Resources management role.
  • Supervisory experience required.
  • Ability to work a 40-hour work week M-F, 8 a.m. – 5 p.m., with additional hours as needed, 
  • Ability to travel extensively with little notice.
  • Excellent computer, verbal, and written communication skills and organizational skills. Bi-lingual Spanish is highly desired.
